Position Summary: DT Global is implementing a contract supporting USAID programs in the MENA region. Under this contract, the Economic Development Specialist will support the USAID/Tunisia Mission.

The Economic Development Specialist will assist USAID in the planning, monitoring, and evaluation of economic growth projects in Tunisia. Responsibilities include but are not limited to: (a) assessing the progress of USAID contractors and grantees in achieving results for economic growth projects; (b) providing input to enhance the achievement of results by periodically reviewing the development context, results indicators, and implementation progress, identifying problem areas and suggesting solutions; (c) collaborating and coordinating with contractors, partners, and Mission staff to organize and coordinate USAID public events and prepare press releases, speeches, and background information; and (d) evaluating fully implemented activities and reporting on impact, lessons learned, problem areas, and how the problems were addressed or overcome.

Primary Responsibilities:

  • Review implementing partners’ work plans and period reports and make written recommendations to the USAID of any changes necessary to meet the desired economic growth objectives and/or technical provisions of the award.
  • Conduct field visits to project sites across Tunisia to monitor, report on, and evaluate contractor/grantee performance in accordance with financial, timing, and other considerations embodied in USAID-funded economic growth projects.
  • Collect and monitor performance data on a regular basis to measure achievement against performance indicators, and prepare progress reports, including problem analysis and recommendations for corrective actions, and improvement to the implementation process.
  • Assist in the development and revision of monitoring, evaluation, and learning plans including indicators and baseline data, and ensure their effective use as management and information tools; and collaborate with USAID staff team members to align the proposed technical approach and performance metrics to the Mission objectives and results framework.
  • Collect, analyze, and report on relevant aspects of Host-Government policies, laws, and regulations, and on related economic development issues to inform and guide project planning in support of USAID/Tunisia’s economic growth objectives.
  • Maintain knowledge of country context, technical approach, development objectives, accomplishments, and results of economic growth activities to summarize in writing or in oral briefs upon demand, especially for meetings, speeches, background papers, and other USAID reporting requirements.
  • Draft weekly updates and periodic briefing papers, success and social media stories, activity fact sheets, reports, and press releases as assigned and specialized documents when needed.
  • Collaborate and coordinate with USAID implementing partners, and Mission staff to organize and coordinate USAID public events and prepare press releases, speeches, and background information.
  • Draft and deliver periodic or ad hoc reports, including oral presentations, as required.
  • Attend meetings with USAID implementing partners and represent USAID at meetings with Government of Tunisia counterparts, serve as an interpreter and take meeting notes when necessary.
  • Perform other duties as assigned by the EG Office Director, or this designee, necessary to achieve USAID economic growth objectives.

Education & Minimum Qualifications :

  • Bachelor’s degree in business administration, economics, economic development, finance, or a related field
  • A minimum of seven (7) years of relevant experience devising and implementing solutions to promote private sector development, expanding export markets, attracting investment, and/or mobilizing public-private partnerships
  • A t least four (4) years working in project management with a relevant private and/or public sector organization
  • Demonstrated technical and applied knowledge of the Tunisian economy and private sector
  • High degree of technical, analytical, and quantitative skills
  • Proven ability to work independently with minimal supervision or guidance
  • Strong interpersonal skills are required to establish and maintain strong contacts with counterparts in the private sector as well as the Tunisian government
  • Experience working in a multi-cultural environment with a diverse staf
  • Fluency in English as well as Arabic and/or French language writing and oral communication skills
  • Demonstrated ability to prepare required reports in proper format and language
