Background

MNC03 is the country department managing the Egypt, Yemen, and Djibouti country programs. The WBG is a major development partner for all three countries. A rich program of knowledge and analytical work underpins our engagement in all three countries. In Egypt, the Country Partnership Framework was launched in December 2015 and more than doubles IBRD/IFC support to selected transformational programs in the country, with a strong focus on good governance, social inclusion and job creation. There is a strong emphasis on policy dialogue in many different areas, including macroeconomic, energy, business environment, regional development, education, health, agriculture, social protection, and transport. The current portfolio is over $8 bn. In Yemen, IDA is embarked upon an innovative engagement in a country in conflict, pushing the boundaries of development. Over the past year, more than $1 billion in IDA grants have been provided for emergency operations --through a partnership with the UN--to help preserve human and development assets in the country, along with preparations for recovery and reconstruction. The Country Engagement Note (CEN) provides a framework for our engagement. In Djibouti, the IDA-18 has provided a substantial increase to the IDA envelope given the emphasis on FCV. This is supported by significant leveraging of grant resources. There is a growing program to address social vulnerabilities and support enhanced governance. Recent projects include an innovative $20m program to support refugees and host communities under the regional Horn of Africa Initiative. The current portfolio is about $81m.

The MNC03 program is managed out of the Egypt country office. The Egypt Country Office has about 80 staff and works as a regional hub for some other functions also. The Yemen program is headed by a Country Manager currently based in Amman (plans to move to Yemen when security situation permits). The Djibouti Country Office is headed by a Resident Representative. The Country Director is based in Cairo. The Country Director is supported in Cairo by 3 Programs Leaders as well as Operations Manager and Senior Operations Officer. In addition, in HQ, the office includes a Senior Operations Officer, Country Officer and a Program Assistant.

The Yemen Office is looking to recruit a highly motivated E T Temporary to support the Country Manager and the Country Management team on a range of diverse functions. The selected candidate will be reporting directly to the Country Manager, and will be based in Amman, Jordan in the Yemen Transitional Office.

Roles and Responsibilities

Under the guidance of the Country Manager, the key roles and responsibilities of the ETT include the following:

  • Undertakes representational duties on behalf of the Country Manager, to include serving as first point of contact to the office of the Country Manager and liaison with clients and officials both inside (including coordination with Cairo, Djibouti, and Washington based staff and Management), and outside the World Bank Group, including government counterparts ,the diplomatic community, UN and development partners.
  • Act as the Bank's point person on all arrangements for WB Yemen Transitional office in Jordan (including liaison on resource management, office space, onboarding of new team members etc.)
  • Fully responsible for time management and scheduling on behalf of the Country Manager, to include effective prioritizing and resolving related time conflicts and competing demands.
  • Mission coordinator for all WB Yemen missions in Jordan.
  • Acts as office manager. Plays a leadership role with respect to all issues related to ACS staff, being accountable for the smooth operation of the office support work and related system, assuming primary responsibility for organizing and coordinating workflow.
  • Effectively provides general research support and utilizes all relevant computer software to retrieve, maintain and manipulate data as needed.
  • Independently responds to diverse inquiries and makes decisions when multiple courses of action are possible.
  • Coordinates and monitors multiple and diverse work processes and activities to ensure that management decisions are properly carried out and products are delivered in a timely manner. Acts as Secretary to the staff meetings. Prepares a table for follow-up with staff of key actions required during the week.
  • Facilitates official processes including signing ceremonies, ensuring that signing packages are properly presented and ready on the day of signing.
  • Provides informal and unofficial translation/interpretation whenever requested.
  • Assist in preparation and logistical planning of various events, e.g. conferences, workshops, negotiations, missions etc.
  • Ensures quality of documents requiring the Country Manager's approval and/or signature. Ensures adherence to administrative guidelines and overall quality of outputs.
  • Maintain records for the CMU in WBDocs and in such other systems.
  • Drafts/finalizes correspondence on a range of topics on behalf of the Country Manager and prepares minutes of meetings/workshop outcomes.
  • As needed, may be required to supervise other ACS staff in the future, including coaching and mentoring.
  • Performs other duties as required.

Selection Criteria

  • Minimum Education/Experience: Bachelor's Degree with at least 5 years of relevant experience, or the equivalent combination of education and experience. Previous experience or exposure as Assistant in diplomatic community is an advantage.
  • Excellent IT skills (MS Word, PowerPoint, Excel, Outlook, SAP.
  • Excellent interpersonal, communication (both written and oral Arabic and English) and organizational skills with the ability to work effectively under pressure, handling concurrent activities simultaneously to meet deadlines.
  • Ability to deal tactfully with contacts at all levels, both inside and outside the Bank.
  • Strong analytical skills and proven attention to details to ensure high professional standards.
  • Team player with a high degree of motivation, initiative, reliability and willingness to help others to meet the unit's work objectives.
  • Experience in event planning and organization.
  • Ability to draft routine correspondence (memoranda, minutes, responses to queries) and edit and proofread correspondence, ensuring proper grammar, punctuation and style.

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
