The central contribution of the HNP Global Practice to the World Bank’s twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship as a result of illnesses. In the quest for UHC, the HNP Global Practice is building on progress made in the framework of the Millennium Development Goals, an array of analytical and advisory services, strategic partnerships with partner institutions and other financing agencies, and an active lending portfolio. The HNP Global Practice includes staff members in Washington, DC and many country offices.


The HNP Global Practice is led by a Global Director, who has overall responsibility for the GP. The HNP Global Practice Leadership Team, which leads and manages the HNP GP, consists of the Senior Director, the Director, eleven HNP Practice Managers (Region-facing, Strategy and Operations, and the Global Financing Facility) and seven Global Leads (for Financing; Healthy Societies; Nutrition; Population and Development; Decision and Delivery Science; Service Delivery; and Private Sector). The HNP Global Practice works with and across multiple sectors, in recognition of the fact that HNP outcomes often depend on actions that lie outside the HNP sector. Accordingly, a capacity to work across GP boundaries, forge coalitions and influence multi-practice solutions is essential for achieving the major objectives of improving HNP outcomes.

The HNP Global Practice covering the Latin America and the Caribbean Region is managed by one Practice Manager.

The LC5 Country Management Unit (CMU) in Brazil is composed of a large, decentralized office in Brasilia, where the Country Director is based and an Anchor Office at Headquarters.  The Brasilia office covers all aspects of the operational business from the field. The LC5 CMU has one of the largest and most diverse operational portfolios in the Latin America and the Caribbean region (LCR), including a strong focus on Human Development operations and knowledge program.

The Bank has a long history of support to the health sector in Brazil and the Health, Nutrition and Population portfolio in LC5 is varied delivering quality and inclusive health services across all levels of government (national, state and municipal). The portfolio has grown very rapidly during the past 18 months, since the COVID-19 outbreak and includes: (i) several state-level multi sectoral operations that the HNP Team is either leading (e.g. Parana and Piaui) or supporting (e.g. Alagoas, Acre, Tocantins, Rio Grande do Norte); (ii) municipal-level operations (e.g. Salvador); (iii) and a large analytical program on human capital, health financing, efficiency and pandemics preparedness including to provide Technical Assistance to the Ministry of Health.

DUTIES AND RESPONSIBILITIES

The LAC HNP GP seeks an extended term consultant (Health Specialist or Economist with experience in Health) to support its work program in Brazil. The ETC will be a report to the LAC HNP Practice Manager and is expected to be part of the HNP global practice. She/he will take part in various operational and analytical and advisory tasks and projects implemented by the unit and aligned with the broader LCR HNP Strategy focusing on public health, primary health care, quality of health services, health financing, Non-Communicable Diseases and collaboration with the private sector. More specifically, the ETC will:

- Contribute to major components of country-specific or regional analytical reports in the area of Health, including a strong focus on health systems strengthening.

- Contribute to the design or supervision of lending operations in the area of Health aimed at improving health service delivery and governance; and responding to reproductive, maternal, newborn, child, and adolescent health and nutrition needs as well as prevention and control of noncommunicable diseases

- Be part of HNP teams supporting in policy dialogue, technical discussions, communications and interactions with government counterparts, country stakeholders as well as development partners to ensure on-time and quality Bank support to clients at the national, state and municipal level.

- Provide sector-specific inputs for various operational products (e.g. sector/country briefings, background reports, portfolio performance reviews, etc.).

- Respond to ad hoc information requests from internal and external parties; and

Selection Criteria

* Postgraduate degree (Master’s degree required, PhD or equivalent would be an asset) in Health, Economics, Public Policy, or related social science.

* At least 5 years of directly relevant experience in economic or health policy analysis (think-tanks, academia, international organizations, relevant departments in national governments).

* Excellent oral and written communication skills in English and Portuguese.

* Prior knowledge of some aspects of the health systems in Brazil from either work experience or academic studies is a strong advantage (including experience in carrying out labor market assessments, poverty assessments and/or distributional analyses).

* Proven ability to work in a team and multicultural environment, with minimal supervision.

* A drive for results, including a proven track record of high standards/accountability for work products, meeting deadlines, an ability to prioritize tasks within his/her work program and strategies for working collectively with others on the team to deliver products of the highest caliber.

Benefits

ETC appointments are for a minimum of 12 months, renewable for an additional 12 months—subject to a lifetime maximum of two years.  ETC staff are eligible for 1) Leave- two personal days of leave for each full month of service; 2) Medical Insurance 3) Life Insurance Plan; 4 ) Worker’s Compensation Insurance; 5) Maternity support – 12 weeks of leave of which 4 weeks are paid and the rest unpaid (LWoP); 6) and Termination Payment (15% of final salary for each year and fraction of a year of ETC service).
