The Macroeconomics, Trade, and Investment (MTI) MENA unit covers work in 25 countries within the region. 
This position pertains to the Algeria MTI program. The MTI Algeria team consists of a Country Economist based in Washington DC, a local economist (this position) and several strong consultants. In recent years, the Algeria program has been anchored around analytical reports, notably a semi-annual Algeria Economic Update, a growing program of fiscal analytics covering revenues and expenditures, and a technical assistance portfolio in the realm of public finance. It also includes economic forecasting through the MFMOD model.  The team also contributes the macroeconomic components of multi-sector analytical reports and operational documents.

Duties and Accountabilities
As part of the MTI team, your responsibilities will be the following:

Prepare macro-projections using MFMod and the preparation of Macro-Poverty Outlook briefs (MPOs)Develop and maintain macroeconomic, fiscal, and sectoral databasesConduct macroeconomic monitoring and contribute to the dialogue on macroeconomic policy and economic growth issues with the authorities, the IMF and non-government partnersDevelop the Algeria MTI analytical work program, notably around economic growth, trade, and public financePrepare on-demand economic policy papers, policy notes and reportsTogether with the county economist, serve as a focal point for the Bank on Algeria’s macroeconomic issuesProvide analytical and operational support to the technical assistance program related to macroeconomic modelling and public finance, including to the coordination of training activitiesSupport the analytical work program of the Country Management Unit including the preparation of country engagement products and other key strategic piecesSupport the Practice Manager and the Global Practice with corporate demands, as needed

Selection Criteria

Minimum of a master’s degree in economics (Ph.D. preferred) with over 8 years of work experience in economic policy. Experience in relevant structures of the Algerian administration would be an asset.Strong written and verbal communications skills in English and French (fluency in both is required, fluency in Arabic is an asset), including the ability to present sophisticated analyses to non-specialist audiences.Proven client orientation, high-level and technical-level dialogue and diplomatic skills combined with integrity.Entrepreneurial capabilities that can be deployed in identifying and securing new analytic opportunities.Analytical and problem-solving skills and proven ability to apply these in carrying out complex research and operational tasks, identifying issues, communicating findings/ recommendations.Able to work in a fast-paced environment, and work flexibly on a range of assignments, to adjust to changing needs, and to prioritize among evolving tasks.Creative, resourceful, rigorous, and multi-tasker with excellent organization and planning skills. Required Competencies Macroeconomic Skills – Strong macroeconomic skills supported by quantitative skills. Prior work relating to macro-economic, fiscal, growth issues and fluency in econometric analysis in Stata and/or Eviews a key advantage. Ability to integrate macroeconomic analysis and micro/sectoral analysis.Knowledge and Experience in the Policy Arena – Experience in the design and execution of policy and research initiatives; ability to contribute to project design, organization, and management to improve operational work.Policy Dialogue Skills – Identifies and assesses policy issues, political dynamics and plays an active role in engaging with the government and other partners.
