Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

The Driver/Mechanic is responsible for maintenance, minor repairs of project vehicles and transportation services for the Patrol Field Capacity Building of the Tajik Border Troops through promotion of Regional Co-operation Project staff. Under overall supervision of the Material Management Officer and direct supervision of the Transport Assistant, the successful candidate will be tasked with the following duties:

Inspecting all project vehicles for vehicle maintenance related issues and spare parts supplies. Putting in order and control of the items in the Transport store. Performing or making maintenance arrangements including minor repairs such as changing brake pads, oil and oilfilters etc. and arranging for major repairs such as major engine overhaul, body repair etc. as directed by the Transport Assistant; Responsible for day to day maintenance, minor repair and cleanliness of all project vehicles, e.g. oil, gas, water, fluids, tires, brakes, etc.; Picking up and dropping off staff and visitors at the airport, also assisting arriving visitors with visa formalities at the airport; Driving visiting delegation of the project as instructed to meetings, training venues, meeting delegations at the border and airport. Keeping a log of vehicle’s usage. Ensuring that the steps required by the rules and regulations are taken in case of involvement in an accident; Performing other tasks as requested.

Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:

Completion of secondary education in vehicle maintenance/engineering; Category B and E driver’s licence; Two years of relevant experience as a vehicle mechanic and of professional driving with a safe driving record; Experience applying driving rules and regulations of the country; Experience with basic vehicle repair and maintenance is required; Excellent written and spoken communication skills in Russian and Tajik languages; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 532.58 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
