    Introduction

    The International Labour Organization (ILO) is a Specialized Agency of the United Nations System with a mandate to promote social justice, notably through the Decent Work Agenda. The Decent Work Support Team for Central Africa and country office for Cameroon, Equatorial Guinea and Sao Tome and Principe based in Yaoundé (ETD/P.O BOX Yaoundé), represents the ILO in Central African countries including Sao Tome and Principe.

    The International Labour Office and the Government of the Republic of Cameroon signed an agreement on December 27th, 2021 for the implementation in the North-West region, the Project named “strengthening youth employability and decent jobs creation for young people through the use of Labour Based Approaches in the case of the Construction of the Ring Road, National Road No. 11, in the North-West Region.

    The overall objective of the project is to contribute to the creation of decent jobs by opening up and rehabilitating certain infrastructures in the North-West region of Cameroon, more specifically, in the departments of Bui, Donga Mantung and Menchum. Indeed, the region's poor employment conditions are a source of discouragement among local populations, especially those living in isolated rural areas. Due to the absence of economic opportunities, these populations are won over by discouragement and idleness. The consequence of this general malaise not only leads to addictive behavior and the negation of civic and moral values, but also promotes violent extremism, one of the corollaries of which is enlistment in the armed groups that currently exist in the region. Thus, it is urgent to act and offer economic opportunities to young people in the region in order to keep them away from these armed groups.

    The Project will be based in the city of Bamenda (Cameroon) and will be deployed in all departments of the North West region. The project team will be composed of a National Project Coordinator (NPC), an Administrative and Financial Assistant, and two Drivers. These ToRs are drawn up with a view to recruiting an Administrative and Financial Assistant (AAF).

    The driver-messenger recruited under this job offer will take up his duties in Bamenda.

    Description of Duties

    Under the authority of the Director of DWT/CO - P.O BOX Yaoundé and the direct supervision of the National Project Coordinator, the Driver-Messenger will perform the following tasks:

    • Driving the project vehicle for official purposes.

    • Welcoming official staff at the airport and facilitate immigration and customs formalities.

    • Collect and deliver mail, pouches and other communications to and from the project premises and the Post Office, UN agencies and government offices. Alert supervisor on receipt of tampered mail.

    Sort, deliver and pick up mail from various offices on the office premises at regular intervals. Pack material received for dispatch, affix labels and insert materials in envelopes. Ensure that outgoing mail is correctly addressed, approved by the concerned official and dispatched with urgent mail clearly identified.

    • Performing daily maintenance on assigned vehicle, check fuel, water, battery, brakes, tires, etc. Performs minor repairs and make arrangements for major repairs and ensures the vehicle is kept clean.

    • Maintaining records of vehicle movement, daily mileage, fuel consumption, oil changes, lubrication.

    • Ensuring that the formalities provided for in the regulations are fulfilled in the event of an accident.

    • Performing a variety of support functions including photocopying.

    • Proceeding to the deposits and withdrawals of visa applications at the Embassies.

    • Pack material received for dispatch, affix labels and insert materials in envelopes.
    • Ensure that outgoing mail is correctly addressed, approved by the concerned official and dispatched with urgent mail clearly identified.

    • Performing all other duties as assigned by management as required for the successful completion of the project.

    Required qualifications

    Education

    Completion of secondary school education. Valid and clean driving licence.

    Experience

    A minimum of two years of professional experience as a Driver/Messenger and a good driving record.

    Languages

    Good knowledge of the local language and knowledge of English. Practice of French would be an asset.

    Competencies

    • Demonstrated ability to keep records of vehicle use ;

    • Proven ability to safely drive a vehicle under local traffic conditions;

    • Ability to obey instructions ;

    • Knowledge of driving rules and ability to perform minor repairs ;

    • Ability to lift and carry heavy documents and packages ;

    • Being polite, courteous and discreet.
