USAID Localized Global Health Security (LGHS)

We are currently seeking qualified candidates for the position of Director of Grants for the upcoming USAID-funded Localized Global Health Security (LGHS) project. The purpose of the LGHS contract is to work with local entities to address prioritized critical health security gaps at the sub-national level. The position will be based in the USA with traveling to focus countries when required. The position will only be filled if the project is successfully awarded to the consortium that FHI 360 is part of.

The Director of Grants will be responsible for the grants component of the LGHS contract, providing critical, solution based support to the Project Director and Deputy Director, and managing the day-to-day oversight of the grants and grant management staff on the LGHS contract. The Grants Director will oversee an extensive portfolio of grants to local organizations. Responsibilities will include working with program staff to implement the grants management system in accordance with the donor and FHI360 polices and processes. liaising with Technical leads in developing grants and supporting NGOs preparing project proposals, developing project budgets, and evaluating project results; facilitating the grant selection process; monitoring and reporting on grant activities; and providing technical assistance and training to grant recipients or grants management.

Job Responsibilities

The Director of Grants:

  • Manages all subawards (from pre-award to close out) in accordance with the donor and FHI360 policies and procedures.
  • Leads work to execute and manage compliant agreements with local awardees.
  • Supports prime award negotiations with donors working closely with the project director and Contracting Officers.
  • Acts as the subawards liaison to internal and external constituencies, collaborators, donors, etc., as necessary.
  • Works with CMS on submitting contractual approvals that might include waivers for restrictions, international travel, key personnel, revisions to program description and budget, disposition instructions, and so on as required and necessary.
  • Supports the Project Director to meet contractual deliverables such as submission of implementation plans, program income tracking tools and reports, final reports, etc.
  • Manages and provides leadership, training and capacity development to grantees and project contracts staff working on the project.
  • Mitigate any potential risk by collaborating with the Finance unit(s) to ensure that programming staff fully understand financial and administrative processes involved in project budget cycles.
  • Supports compliance audit activities and sub-award quality control review processes.
  • Coordinates issuance and administer program budget, sub-awards, consultancies, office and residential and other contractual arrangements.
  • Coordinates with other members of the Operations management team on appropriate management, compliance, and performance standards, as well as effective systems for budget management, knowledge management and risk management associated with the projects assigned to the project/program.
  • Develops, manages, implements and evaluates appropriate systems, services, and processes for successful contract execution and compliance of grantees. Identifies and implements best practices, as appropriate.
  • Forges and maintains solid cooperation with partner organizations through regular
    communication, cooperation and, where appropriate, joint decision-making.
    Act as the focal point for project-related communication between country projects in the region.
  • Interprets fundamental donor regulations and requirements and apply them to specific situations for timely resolution to award issues.
  • Initiates, supports, prepares, and finalizes management tools such as operational manuals, policies and regulations.
  • Directly supervises Grants staff, mentor, train and complete annual work performance evaluations.
  • Provides trainings to local awardees on Donor and FHI360 awards management requirements and regulations.

    Minimum Requirements

    • Bachelor’s or Advanced degree in program management, business administration, development studies or related fields.
    • At least ten years of experience (including 3+ years of line management experience) with six (6) years of relevant experience within an international development context, and a demonstrated ability to create and maintain a complex small grants program in an international development context.
    • Requires significant experience (3 years minimum) reviewing, negotiating and managing donor-sponsored awards, especially those from USG agencies, not-for-profit foundations, and multilateral development organizations such as ADB, UNICEF, UNDP, UNFPA.
    • Comprehensive knowledge of USG acquisition and assistance regulations and guidelines, including US Office of Management and Budget (OMB) circulars; US Agency for International Development (USAID) Automated Directives System (ADS); NIH Grants Policy Statement; Code of Federal Regulations; Federal Acquisition Regulations (FAR) and Agency supplements such as USAID's Acquisition Regulations (AIDAR) and Health and Human Services Acquisition Regulations (HHSAR).
    • Expertise in USG acquisition and assistance processes.
    • Demonstrated leadership ability.
    • Read, write and speak English. French fluency (written and spoken) is a plus.
