The Centre serves as the global processing platform and provides administrative services to all staff and all WHO offices worldwide in respect of human resources, payroll, procurment, accounts payable and support to specific corporate IT applications. Within the Centre, the role of the Global Service Centre (GSC) department is to provide overall coherence to the services provided by the various parts of the Centre, to ensure the compliance of its actions (post-facto checks) and to assess the organizational performance against established KPI's.
DESCRIPTION OF DUTIES
The incumbent will: Provide the stable managerial framework that demonstrates credibility, trust, and value to the Organization, by bringing coherence and cohesion to the work of the various teams of the Centre, including through coordination with relevant Directors in the Business Operations (BOS) division and the Assistant Director General (ADG) BOS.
Ensure effective direction, management and accountability of the Department through managing and inspiring a diverse workforce.
In coordination with relevant Directors in the BOS division as required, optimize staff performance through motivation, work load management, work flow improvements and conflict resolution, contributing to the creation of a professional business transaction processing environment that ensures service-oriented, responsive and reliable delivery of services in a number of areas;
Negotiate with host country authorities as required; Promote concerted action with other UN agencies on service delivery;
Manage the GSC department resources as agreed with the existing governance structure, for which the Director serves as the secretary; Ensure overall quality and consistency in service delivery through monitoring and evaluating the attainment of time and quality delivery targets, in coordination with relevant Directors in the BOS division and ADG BOS.
Ensure strict adherence to corporate and financial policies and practices including co-ordination with internal and external audit.
Oversee the preparation of reports on trends, patterns and major developments in the area of responsibility with the aim to provide senior management with relevant data and analyses, actively making recommendations to guide their decision making and policy setting.
Ensure appropriate business continuity measures are taken including in the event of disruption.
Represent the Centre in global fora, internally and externally.
Manage the daily running of the Centre, including overseeing the provision of office space, security, recruitment and medical services to all staff of the Centre.
Oversee the compliance function for the Centre and HQ, reporting back to senior management against established KPI's and proposing ways to address underlying issues.
REQUIRED QUALIFICATIONS
Education
Essential: Advanced level university degree in business administration, legal, financial, social sciences or related field.
Desirable: A postgraduate professional qualification in finance, business management, human resources or public health.
Experience
Essential: A minimum of 15 years of relevant practical experience with increasing levels of managerial responsibility, a minimum of 10 years of which obtained in an international context. Experience in providing senior level advice and guidance to Senior Management, in managing large teams and budgets, as well as experience in overseeing financial, human resources, procurement and payroll transactions. Demonstrated experience in the improvement of business processes.
Desirable: Previous experience in managing an offshore service delivery centre, including development
and management
of service level agreements and in the area of complaince.
Skills
Strong skills in the area of developing and establishing policies and strategies. Excellent skills and ability in managing diverse teams and financial resources. Ability to engage, build consensus and communicate effectively and doplimatically with Member States, partners and media. Solid computer literacy in standard office applications; managerial and knowledge of integrated ERP systems (financial and/or HR systems such as Oracle, SAP) a definite asset.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 100,800 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3788 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
