Summary

Ipas is a non-profit organization that works with local, national and global partners to improve sexual and reproductive health and rights, with a focus on ensuring that safe abortion and contraceptive information and services of high quality are available, accessible and acceptable to women and girls. The Ipas Francophone Regional Director is responsible for directing all strategic, programmatic and financial aspects of the program and contributing to global organizational leadership. The Director leads a team of multidisciplinary professionals in establishing and achieving long-term strategic goals as well as in planning, implementing and monitoring a range of projects aimed at improving sexual and reproductive health and rights (SRHR). The Director is responsible for sound strategies, annual operational plans and funding proposals. He/she ensures the proper management of funding and compliance with Ipas policies and standards.

The Director is the main representative of Ipas in the region and strives to maintain technical leadership of Ipas, ensure program impact and foster strong collaboration with various partners. The Director supports the Ipas Network and the Ipas Roadmap, a multi-year plan moving from the traditional international non-governmental organization (NGO) model to a network organization, with shared decision-making and leadership across the network. The Director should contribute to this transition by actively working to promote equity and inclusion, shared leadership and non-hierarchical approaches, foster learning and collaboration across the network, and improve efficiency and effectiveness. organizational efficiency.

Key
Leadership Responsibilities

Position Ipas as a leader in the Sexual and Reproductive Health and Rights of women and girls sector, including abortion, in the region

· Design, lead and monitor the implementation of the regional strategic plan, in line with the global mission and the Ipas strategic plan

Contribute to the mission and success of Ipas, providing programmatic and organizational leadership for the region and the global Ipas network

Lead and support the Country Program team, including building programmatic and operational capacity of staff as needed

Promote a positive work culture for the team, based on Ipas core values**

Program management

· Ensure strong operational and project management practices, including work planning, budgeting and regular reviews of data-driven progress and problem-solving efforts

Promote evidence-based decision making and lead the adoption of innovative solutions to improve results and efficiency

Ensure programming adheres to Ipas global standards and adheres to Ipas policies

Ensure that strong systems are in place to support program results, as well as good management of funding, risk management and profitability

Finance and governance

Ensure that the country program entity meets good governance requirements

Ensure that Human Resources (HR) systems and policies are aligned with best practice and local legislation, and that accountability is built into HR management processes and systems (e.g. annual performance targets, appraisals performance)

Ensure strong financial management aligned with Ipas financial compliance policies and attribution requirements, monitoring and sharing financial performance through regular reviews and action tracking

Ensure strong internal controls are in place to minimize and manage risk

Monitor safety and security issues in the country and ensure that the country office complies with Ipas safety and security standards and policies

Ensure compliance with laws and statutory obligations, fiscal and social taxes, human resources and other relevant local laws and donor obligations

External Relations and Resource Mobilization

Represent Ipas and its mission in the region, including advocacy for SRHR of women and girls

Ensure revenue growth, including developing and implementing a resource mobilization strategy

Build and maintain strong partnerships with donors, government agencies, local organizations, academic and educational institutions, media and other stakeholders

Participate in periodic meetings with strategic partners for the implementation of our projects/programs

Job Requirements
Essential Skills

A deep commitment to sexual and reproductive health and rights, especially abortion and contraception

Demonstrated ability to successfully advocate for reproductive health and rights, despite challenges and opposition

· Understanding of women's sexual and reproductive health and rights issues in the context of West and Central Africa; able to leverage existing programmatic/technical capacities to support the expansion of programs in the region.

· Proven ability to lead and motivate teams and create a positive work environment, including through supportive supervision, strong communication, non-hierarchical leadership approaches and modeling Ipas core values

· Team management skills - ability to recruit, guide, influence and/or advise management teams to effectively implement programs.

· Strong consultation, conflict resolution and negotiation skills.

· Demonstrated track record and success in mobilizing resources and maintaining donor relationships;

· Demonstrated ability to build positive working relationships with a variety of partners, including district/state/national government officials, local organizations and international donors

· Good understanding and experience in project and compliance management and minimum standards, including for program design, work planning, budgeting and monitoring.

· Strong representational skills, ability to speak and write articulately on women's reproductive health and rights agendas and gain credibility with diverse audiences.

· Professional level fluency in French and English (spoken, read and written)

Education and experience

Master's degree or higher preferred, in public health, medicine, international development, gender, politics, public administration or related studies

· Minimum of 10 years of increasing responsibility in team leadership and program management in the region

· Previous experience leading a senior team, preferably in the SRH sector and/or for an international NGO in the region**

Previous experience as Country Director/Country Manager for an international NGO preferred

· Demonstrated track record and success in mobilizing resources and maintaining donor relationships

Travel and physical demands

Travel Requirements : Between 20-30% of the time (domestic and regional/international).

Physical Requirements : Typical office environment. Ability to sit and stand for long periods. Ability to lift up to 10 kg.
