Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. According to the most recent Rapid Damage and Needs Assessment, poverty has risen in a year from 5.5 percent to 24.1 percent, and Ukraine’s GDP has shrunk by 29.2 percent. As a consequence, there have been dramatic setbacks to many of the Sustainable Development Goals, especially those related to poverty, health, education, energy, industry, peace and justice. It is estimated that $411 billion is now needed to rebuild and recover from the full-scale Russian invasion.

As part of the coordinated UN response, UNDP has been assisting the people and Government of Ukraine to recover and reconstruct from the onset of the full-scale invasion, ensuring that immediate needs are linked to long-term goals.  

Job Purpose and Organizational Context

Enhancing Crisis Management and Emergency Response capacities at all levels of government authorities of Ukraine Project is provide necessary support to the Government to ensure sustainability, effectiveness and transparency in the continued crisis and emergency coordination, response planning between the central government, the oblasts/rayons and other stakeholders (international community, CSOs, private sector), while ensuring delivery of services and building stronger resilience of the receiving/host communities and of the IDPs.

The MFA identifies the need to simultaneously implement several interlinked projects of different size, scope and timescale to deliver the wholesome project of digital transformation of the MFA consular section. It is expected that a transparent model of cooperation between MFA and international partners will be developed and managed by a unified project management team. Such team should be the unified “Digital transformation Project Office” that would manage the complete lifecycle of the wholesome project according to relevant methodologies and best practices, addressing all the subprojects and coordination between stakeholders, and be responsible for the results of implementation, quality control and handover into further exploitation and maintenance.

Digital transformation project office will consist of 4 thematic experts (Digital Transformation Officer, business analyst, software architect and engineer). Within this project, UNDP is recruiting a professional with relevant experience and track record for the position of a Digital Transformation Officer.

The incumbent will promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.

Duties and Responsibilities

This position is a national position on a Personal Service Agreement at NPSA 9 level. Under the direct supervision of the Project Manager (Democratic Governance), the incumbent will perform the     following functions:

I.   Programme and operations:

Identification of available requirements, plan project activities in high-level. Initiate, guide, and assist MFA digital development proactively identify gaps, align with activities and visualize programs performance. In coordination with the project team, provide an approach, methods, and tools to manage programs in all stages. Provide support to the MFA in coordination participation of MFA associates and internal customers for program needs. Organize weekly program office reporting for team members. Provide reports to the Project Manager to assure the overall direction and integrity of the implementation. Ensures that all UNDP project management quality standards are observed and applied in the implementation. Organize monthly program office reporting for UNDP/MFA and other officials on demand. Complete MFA project lifetime project management and facilitation.

II.   Partnerships:

Support the digital transformation stakeholders in negotiating partnership agreements that reflect their strategic priorities. Explore partnerships and opportunities for supporting further digital transformation mobilization and engagement, including through the activation of new projects and mobilization of funds. Maintains good cooperation and coordination between national counterparts, project partners and other stakeholders. Pursues networking and information sharing and follow up on partnership related issues. Supports the partnerships and advocacy activities agreed by the UNDP office in the area/sector covered by the project.

III.   Knowledge building:

Establish and maintain a usable, auditable, and well-communicated records of activities and projects. Provides policy advice on issues within the scope of the project. Ensures regular exchange of information/experience with other projects, cross-learning and sharing results and good practices. Ensures to prepare communication materials for dissemination inside and outside the UNDP and facilitates team learning and knowledge sharing. Identify and capture lessons learnt and best practices within projects and develop and draft knowledge outputs. Advice on and support the development of communication strategies to position its contents with national and international audiences. Performing other duties as may be assigned by the direct supervisor and UNDP management.

Institutional Arrangement

The management of the assignment under the Contract will be carried out by the UNDP technical assistance team in Kyiv. UNDP shall be responsible for the management of the assignment, primarily concerning the responsibility for the achievement of the Output and the stated Outcome. The incumbent will report to the Project Manager of the Democratic Governance portfolio. As the Digital transformation Project Office will be created under the auspices of MFA, specific management arrangements are put in place to ensure proper information flow and optimal decision-making within the project. MFA provides its physical and institutional setting for the SDG Office, as well as regulatory foundations for its operations. MFA also monitors the everyday performance of the Digital transformation Project Office, and, in coordination with the UNDP Project Manager. MFA issue tasks, requests, and sets priorities for the Office experts. To ensure the proper level of ownership, MFA will be the primary coordination point for the Digital transformation Project Office on substantive issues, while the UNDP Project Manager and Project Associate will be primary focal points on connection to the global experience on digital transformation (for instance, with the UNDP Istanbul Regional Hub), on issues of project monitoring and reporting or coordination with UNDP Ukraine projects in the three relevant portfolios and on stakeholder consultations with interest groups, CSOs, think-tanks or other development partners and their initiatives. The Digital transformation Project Office will regularly report to the UNDP Project Manager to enable him/her to report to the Project Board when/as necessary.

Required Skills and Experience

Education

Master’s degree (or equivalent) in Computer Science, Cybersecurity, Engineering, Law, or related fields, or Bachelor’s degree in relevant fields with additional two years of extensive progressively responsible experience will be given due consideration in lieu of master’s degree.

Experience

Minimum 2 years (with Master’s) or 4 years with Bachelor of relevant      experience in Program/Delivery Management.

Required skills   

Excellent interpersonal skills. Knowledge of office software packages (Word, Excel etc.) and experience in handling web-based management systems.

Desired skills    

Understanding of SDLC, Scrum/Agile/SAFE, story design and modelling, UI/UX visualization is a strong asset. Experience of working with projects for international development organizations and/or national public sector institutions is highly desirable. Experience of working with PM software products, competent user of Office software, Jira/Confluence will be considered an asset. Excellent digital, project management and analytical skills will be considered an asset. Strong organizational, time management skills and ability to work under pressure and meet deadlines will be considered an asset.

Language requirements: 

Fluency in Ukrainian and working knowledge of English is required.
