Background

The OSCE Mission to Bosnia and Herzegovina (the Mission) continues to play a vital role in strengthening the country’s ability to foster a sustainable and stable security environment, to strengthen Bosnia and Herzegovina’s governance, and to encourage its consolidation as a democratic society. The Mission supports political and education reform, and works to promote and protect human rights of all citizens of BiH.

The Dialogue Facilitation and Trust-Building Adviser is based within the Mission’s Human Dimension Department (HDD), and is the principal staff member responsible for the overall implementation of the extra-budgetary project entitled: “Dialogue for Reconciliation: Building Capacity, Assessing Opportunities, and Strengthening Co-ordination” (the Project). The Project’s objective is to facilitate the reconciliation process in Bosnia and Herzegovina (BiH) by strengthening the Mission’s capacity in dialogue facilitation through targeted trainings, assessments and advice as well as enhancing co-operation and co-ordination with other international and domestic partners in the areas of trust-building and constructive dialogue.

NOTE: Please note that this position is funded until the end of the year within the framework of the Extra-Budgetary (ExB) Project: \"Dialogue for Reconciliation: Building Capacity, Assessing Opportunities, and Strengthening Co-ordination. Funding is currently available until the end of the year, with the possibility that additional funding is identified allowing the post holder to be extended until June 2025.

General Minimum Requirements

The general minimum requirements for working with the OSCE are:

Excellent physical condition Possession of a valid automobile driving license and ability to drive using manual transmission Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

Second-level university degree in international studies, public policy, political science or law or related fields Diplomatic experience or experience working in political affairs with international organisations or governments Excellent communication and drafting skills Knowledge of regional political history and developments Some knowledge of the OSCE principles and commitments

Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education:

Second-level university degree in the relevant field. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree

Experience:

Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position.

Mission Specific Requirements


Mandatory:

Second-level university degree in conflict studies, mediation, international relations, political sciences, human rights or other related field;

First-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;

A minimum of six (6) years of relevant professional experience in the areas of dialogue facilitation and reconciliation, especially in divided and/or post-conflict societies and ideally in South-Eastern Europe and BiH, including at least three years in supervisory role. Previous experience of working with an international organizations preferred;

Experience in identifying and designing potential and relevant dialogue activities and initiatives and their subsequent implementation, monitoring and reporting;

Excellent drafting, analytical, presentation and communication skills;

Experience with project management and project management terms (results-based planning and the logical framework matrix) and proven experience in project proposal writing (experience in project implementation, monitoring and evaluation is an asset);

Computer literate with practical experience using Microsoft applications;

Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;

Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, gender and diverse political views, while maintaining impartiality and objectivity;

Professional fluency in English with excellent oral and written communication skills;

Possession of a valid driving license and willingness to drive official Mission vehicles.

Desirable:

Knowledge of regional history, political structures and current political situation in BiH is preferable; Experience in adult education or in the design, development, management and implementation of training courses on dialogue facilitation and reconciliation; Working knowledge of the local languages would be an asset.

Tasks and Responsibilities


Under the overall authority of the Head of the HDD, and the direct supervision of the Deputy Head of the HDD, the Dialogue Facilitation and Trust-Building Adviser will perform the following duties:

Managing the operation of the Project by ensuring timely implementation, monitoring, reporting, and evaluation of the planned activities; Designing and conducting interactive training events on dialogue facilitation and reconciliation for the Mission staff, based on the Project’s inception phase preliminary assessment; Providing expert advice, practical guidance, and support to relevant Mission members for the design, development and implementation of dialogue facilitation and reconciliation-related initiatives, activities and projects; Identifying possible entry points for future initiatives, drafting relevant assessments, and engaging in dialogue facilitation and promoting reconciliation in local communities across the country; Conducting a desk review of previous reconciliation-related initiatives in BiH, focusing on impact and lessons learnt; Holding meetings and discussions with the Mission staff in Head Office and the Field to gather views and ideas on entry points for future initiatives promoting reconciliation through dialogue facilitation; Liaising with the international community and local stakeholders to identify possible entry points for future initiatives; Co-ordinating and co-operating with the United Nations and other international community partners on local-level peacebuilding initiatives; In close co-operation with HDD Management and relevant staff, developing and drafting new project ideas and project proposals to promote reconciliation through dialogue facilitation; Shaping and harmonizing the overall long-term approach to reconciliation of the Mission; Directly supervising and co-ordinating the work of the Project Assistant working on the Project; Performing other duties as assigned.
