First Step Cambodia (FSC) is a Cambodian non-governmental organization established in 2010. Our primary goal is to ensure that all children are protected from sexual abuse and that all those affected by abuse are supported and enabled to reach their potential. Applying the socio-ecological model, we pursue this goal by addressing the issues on the individual, relationship, community and societal level. Today, FSC provides direct services to both boys and girls affected by abuse, while it remains the only organization in Cambodia specialized in providing support to boys and in advocating for boys – as societal norms in Cambodia see boys as invulnerable and not at risk of abuse

2. Development Manager

1. Main Responsibilities as Development Manager

The Development Manager will play a critical role in building and expanding the base of support for FSC’s programming and organizational development. You are responsible for the design and implementation of FSC’s fundraising strategy, ensuring alignment with the mission, vision and programmatic goals of the organization. The fundraising manager will work closely with the leadership and staff on strategic initiatives and manage the organization’s fundraising efforts, and related networking, events and communications.

You are responsible for the organizations’ external communications, and are a key contributor to the overall development and performance of the organization as a member of the management team. This position is open to nationals and expatriates.

Reporting to the Executive Director, you will be responsible for:

Fundraising

• Design and implement an organisational fundraising strategy (short and long term), covering grants, corporations and individual donations, but also funds-generating activities such as the development of a social enterprise and the organization of fundraising events.

• Develop grant proposals and concept notes, and lead the development of associated MEAL and budget proposals with relevant staff.

• Expand the organisation’s abroad partnerships to enable direct donations with tax benefits for individual and corporate donors in their respective countries.

• Lead appeal campaigns and online giving initiatives.

• Manage and grow the organisation’s online presence and appeal, via the website and social media. Continue to improve the website and keep donation information up to date.

• Identify and evaluate new opportunities and determine relevance to strategy and mission of the organisation. Manage and grow a grants database with relevant funding opportunities.

• Support the development of a social enterprise to generate funds for the organisation.

• Work closely with the program and finance managers to align programmatic goals and fundraising efforts, and to ensure accurate revenue estimates and projections are integrated into financial planning and reports.

Donor Reporting and Relations

• Develop an in-depth understanding of the work of First Step Cambodia to be an effective representative to donors (foundations, multilateral agencies, networks, corporate and individuals).

• Maintain a grant calendar to ensure all deadlines for proposals and reports are met, and contribute to ensuring compliance to donor requirements and restrictions.

• Coordinate and lead the development of grant reports with the management team and build staff capacity in report writing, MEAL and data analysis.

• Contribute to the improvement of current and future monitoring, learning and evaluation aspects of the organisation’s programs, to increase sustainability and relevance to donors and FSC’s mission.

• Build and foster relationships with prospects and donors through visits, presentations, correspondence and regular communication.

• Represent the organization in donor and partnership meetings.

The development manager may be asked to travel to solicit funds or in support of fundraising efforts.

Communications and Advocacy

• Design and implement a communications strategy (short and long term) that covers internal and external, and offline and online, communications and branding. Support staff in communicating consistently, in line with FSC’s brand and mission.

• Manage and coordinate online communication platforms and postings: social media, website, press releases.

• Write and design the annual report, case studies, and other recurring communications materials on the organisation’s progress, achievements and activities.

• Develop comprehensive posters and flyers in line with FSC’s brand, and create visuals to further improve its brand.

• Set up and coordinate the development of informative and attractive video documentaries that demonstrate FSC’s mission, challenges and achievements.

• Support the organisation’s national and international advocacy projects and campaigns.

• Represent and promote the organization in relevant national and international networks.

• Support the staff by revising key communications and documents in English.

Other tasks:

• Play a meaningful and active role in staff meetings and overall FSC development activities

• Play an active role in implementing strategic planning activities and the overall development of FSC

• Attract and coordinate the placement of foreign volunteers, and provide support during their time at FSC, while ensuring compliance to FSC’s child protection and other relevant policies, and to international best practices in responsible volunteering.

• Ensure compliance with FSC’s Personnel and Finance policies, and manage administrative responsibilities such as the submission of monthly timesheets.

• Work as a positive member of the team, demonstrating a genuine commitment to supportive teamwork and the ethos, vision and mission of First Step Cambodia.

• Any additional responsibilities as they arise.

1. Qualifications

• Master’s degree in a related field is preferred.

• 3+ years as a frontline fundraiser with a diversified portfolio of individual, foundation, and corporate donors.

• Demonstrated breadth and depth of expertise and experience in securing funds for non-profit organizations.

• Demonstrated experience and skills in grant and report writing to international donors.

• Ability to communicate clearly and consistently with a variety of technical and non-technical audiences, including staff, stakeholders, donors and board members, both orally and in writing.

• Strong negotiating, organizational, analytical and fundraising skills, including the ability to interpret financial information and manage data.

• Strong analytical and management skills.

• Quick learner, able to perform with high autonomy.

• High commitment to child protection, child rights, social justice and the development of services within the field of sexual abuse, exploitation and violence. Experience working in the domain of child sexual abuse and gender-based issues is an asset.

• Working experience in Cambodia or the region is highly preferred but not essential.

• Must be willing to travel to other provinces and countries.

• Strong computer skills (MS Office and Photoshop) are desirable.

• Excellent English skills, both in writing and orally. Fluency in Khmer is an asset.

2. Conditions of employment

This is a full-time position that will be based at the First Step Cambodia office in Phnom Penh. The salary will be dependent upon experience and qualifications and is competitive in relation to similar posts with local NGOs in Cambodia. Travel to other provinces in Cambodia and to other countries is required in this position.
