Context:

The Bosnia & Herzegovina Resilience Initiative (BHRI) is funded by the U.S. Agency for International Development (USAID) Office of Transition Initiatives (OTI). The overall objective of the program is to reduce the threat of ideologically-motivated violence in BiH and counter efforts to deepen or exploit communal tensions. Through BHRI, IOM seeks to foster a sense of agency and positive identity among vulnerable youth, strengthen communities to better withstand negative influences, and support key actors to mitigate and respond to potential incidents of violence and their escalation. To achieve these objectives, BHRI designs and implements a wide range of projects through a process-oriented approach. The implementation of the program is closely coordinated with USAID/OTI.

Under the overall guidance of the Regional Coordinator for the Western Balkans, and the direct

supervision of the Programme Manager/Chief of Party (PM/COP) for BHRI, the successful candidate will have oversight of BHRI’s activity development and reporting, monitoring and evaluation as well as grants management functions.

The Deputy Programme Manager/Deputy Chief of Party is a member of the Senior Management

Team (SMT).

Core Functions / Responsibilities:

  1. Oversee BHRI’s activity development and reporting, monitoring and evaluation and grants management functions and provide managerial support in other areas of the programme as needed.
  2. Lead the successful development of the programme’s small-grant initiatives in accordance with the programme’s overall objectives and goals by directly supervising programme development staff in the identification of local grantees and partners and development of full grant proposals.

  3. Oversee the Monitoring and Evaluation (M&E) unit to ensure a coherent M&E system at activity, cluster and program level; including engaging the Monitoring and Evaluation Officer to incorporate trends, lessons learned, etc. into new programme approaches and activity development

  4. Oversee the Grants Unit to ensure efficient implementation of BHRI grant cycle; provide training on all related aspects of the grants process and database and ensure the overall integrity of performance within the Grants Unit.

  5. Oversee the collection and submission of weekly activity notes and updates on the political and security situation, bi-weekly reports and quarterly reports.

  6. Oversee the review of narrative components of Green Light activity templates closely to ensure proper completion of all sections, that activity descriptions align with program goals, strategic objectives and theories of change, and that budgets align with proposed activities.

  7. In close coordination with the SMT, oversee the sharing of information on programming trends and impact, lessons learned and best practices within the BHRI programme.

  8. In close coordination with the M&E unit, ensure the drafting of Final Evaluation Reports and facilitate the collection of lessons learned and best practices.

  9. Support the submission of strategy documents internally and to USAID.

  10. Assist in building the capacity of staff in areas of context/situational awareness, program development, reporting and strategic planning.

  11. Act as Officer-in-Charge (OiC) of BHRI in the absence of the PM/COP.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project development, and in the preparation of project narrative reports, statements and or projections required;

• Experience in the field of project design, monitoring and evaluation, project management and implementation, donor and partner liaison;

• Prior work experience regarding the prevention of violent extremism;

• Prior work experience with IOM is an asset;

• Prior knowledge of OTI programmatic terms of engagement is an advantage;

• Prior work experience in the region and understanding of regional issues and trends is an advantage;

• Proven experience in the development of theories of change, log frames, result matrixes and work plans and M&E plans desired;

• Excellent writing capacities required and an ability to communicate with a wide variety of audiences strongly desired.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of

Bosnian, Croatian, Serbian, French and/or Spanish is an advantage.
