The Deputy Director Humanitarian Policy and Programming will play a critical role coordinating and stewarding CARE’s programmatic and thought leadership work on Gender in Emergencies and other strategic priorities including, but not limited to, the humanitarian-development nexus, the global displacement crisis and the localization agenda, among others. The Dep. Director Humanitarian Policy and Programming sits within the Humanitarian Team of CARE USA and will work closely with colleagues across other departments in CARE USA, as well as with colleagues across the CARE International confederation. The Humanitarian Team advances CARE’s humanitarian mandate through three primary workstreams:

• Humanitarian Operations
• Resource Mobilization
• Program Quality and Policy

This position will manage the Humanitarian Team’s Gender in Emergencies engagement across the organization through line management of GiE staff, oversight of and support to management of a significant multi-year project related to gender and localization in emergencies, and will coordinate other strategic priorites as necessary. The position supports work in both the Operations and Resource Mobilization pillars of work, as and when required, for example following the onset of a large scale emergency and in support of resource mobilization efforts on specific priorities.

The Dep. Director Humanitarian Policy and Programming will work closely with the Humanitarian Policy and Program Quality Director to plan, coordinate and execute work related to Gender in Emergencies and other humanitarian priorities. This will include (but is not limited to) coordination and leadership of internal processes and working groups; external influencing of donors, peers, UN agencies, government institutions and others; articulation of thought leadership positions; ensuring alignment and coherence across programming and policy endeavors; provide support to resource mobilization as and when necessary; and supporting emergency responses as needed. S/he backstops the Humanitarian Policy Director if/as needed. The Dep. Director Humanitarian Policy and Programming models leadership that is forward thinking, consultative and coaching and with a high level of negotiation and influencing skills.

Qualifications:

  • Master's degree in international affairs, social sciences or another relevant discipline
  • 8-10 years of experience in international humanitarian response
  • 5-7 years of management /supervisory experience
  • Excellent knowledge of the humanitarian system, gender and related policy issues and trends
  • Strong programmatic experience, ideally delivering humanitarian responses in the field
  • 7 years of experience managing organizational relationships
  • Sound knowledge of CARE or a similar operational INGO, ideally with some field experience in rights-based programming
  • Proven ability to get things done in a complex, international organization
  • Experience representing a non-profit or policy organization at high-level events
  • Strong gender analysis skills
  • Excellent organizational and strategic planning skills
  • Substantial knowledge and understanding of current themes in humanitarian practice and policy
  • Outstanding written and oral communication skills, with demonstrated ability to express complex ideas in simple and persuasive terms
