Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls.

The Opportunity

Plan International has been working in Laos since 2007 and is delivering integrated programs in Bokeo, Oudomxay, and Saravane, among other provinces. The current Country Strategy (FY21 – FY25) PIL focuses on supporting children, especially girls to access their rights to education, health, adolescent sexual reproductive rights & human rights (ASRHR) and economic empowerment. In 2022, we work in over 12 provinces of Laos, including the 3 priority provinces above. Disaster risk reduction is integrated in all the work we do, and Plan International is committed to providing disaster response support in case of humanitarian disaster, including in Laos.

PIL is a leading INGO in the education and public health sectors in Laos, and leads and participates in a number of civil society and government sectoral working groups. We work closely with the Ministry of Health; Ministry of Education and Sports; Ministry of Agriculture and Forestry; Lao Federation of Trade Unions; UN and civil society partners in accordance with the principles of aid effectiveness, and in promoting the rights of children especially girls. Our work includes community-based action, partner strengthening, and policy advocacy.

The DCDP is responsible for leading program implementation and strategy. The DCDP develops coherent, integrated and quality programs and project (design, implementation, monitoring and evaluation, learning and research) guided by Plan International’s Gender Transformative programming and influencing approach, and its Areas of Global Distinction (AoGD); leading the Program team to integrate these commitments into PIL programming. Another core focus of the role is the effective management of the program team in accordance with PIL quality and management standards, safeguarding and preventing harassment, exploitation and sexual abuse (PHESA) standards; agreed annual KPIs, and with a commitment to quality partnerships with local civil society and other development partners. The DCDP will directly manage approximately seven to ten staff, prioritising the development national leadership and management skills and building succession planning into the future role.

Do you have what it takes?

Essential Knowledge

Master’s degree relevant to development programming or a Bachelor’s degree with substantial and quality experience in lieu. Knowledge of the requirements of donor compliance and financial management. Knowledge of rights-based development approaches and how to apply these to programming. Knowledge of child rights-based approaches is preferred. Knowledge of Laos and the development ecosystem is an advantage. Qualifications or demonstrated knowledge in program quality and development effectiveness.

Skills

Demonstrated skills in project cycle management, with a minimum of five years prior experience managing grant funded programs and projects. Demonstrated skills in change management. Demonstrated skills in human resource management, with proven experience in supporting and coaching teams in a cross-cultural environment. Excellent speaking and writing skills in English (reports, proposals, concept paper, analysis, briefings). Lao language skills will be an advantage. Excellent and effective interpersonal communication skills Excellent time management and organisational skills

Desirable

Minimum of five years’ experience in a senior role in a development agency, INGO experience is preferred. High level representation skills, including to senior officials in government and Development Partners. Highly effective communicator that builds relationships in order to influence others. Demonstrated capacity to create and manage complex partnerships that contribute to organizational goals. Strives for high performance and involves others in setting and achieving goals. Holds self and others to account to deliver on agreed goals and standards of behaviour and promotes a learning environment in the organization.
