ORGANIZATIONAL CONTEXT

As the only specialized organization with the mandate to support educational policy, planning and management, the UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the United Nations system. IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. OVERVIEW OF THE FUNCTIONS OF THE POST

This position is located in IIEP's Buenos Aires Office. Under the overall authority of the Director of IIEP and the Head of Office of IIEP Buenos Aires, and under the immediate supervision of the Research and Development Coordinator of IIEP Buenos Aires, and within the framework of IIEP's mandate and Medium-Term Strategy, the incumbent will act as deputy coordinator of this area.

The incumbent will support the R&D Coordinator in the design and follow-up tasks of the different activities that are developed in the area, as well as in the administrative and financial tasks related to its operation. The incumbent's main tasks will be to participate in the identification, conceptualization, design and supervision of research projects, both regular and extra-budgetary, in accordance with the IIEP's Medium-Term Strategy and the needs of the Member States.

Duties and resposibilities of the post are: 1. Strategic planning and Programme implementation

  • Support the coordinator in planning research and development projects, in accordance with IIEP's Medium Term Strategy, Member State needs, and IIEP-UNESCO's internal procedures.
  • Collaborate in the development and implementation of the IIEP-UNESCO's research project agenda.
  • Participate in the supervision and coordination of on-going projects; provide the necessary support to guarantee quality and effectiveness in each project.
  • Ensure the permanent updating of educational policies and statistical databases, as well as the educational policy research base.
  • Provide support in the management, implementation and monitoring of the budget of the Research and Development area.
  • Prepare reports on research projects in accordance with IIEP's Monitoring and Evaluation Plan; participate in the permanent updating of information related to the area in institutional monitoring systems

. 2. Institutional networking and Partnership development

  • Support the coordinator in the development of the necessary inputs for the communication area and for IIEP-UNESCO's virtual platforms.
  • Participate in tasks of articulation of the research area with the IIEP's training and technical cooperation areas, according to institutional needs.
  • Participate in the design, implementation and monitoring of networks of researchers, experts and government officials promoted from the area.
  • Assist in the identification and mobilization of resources for R&D projects through public and private donors, including Member States, United Nations agencies, foundations, and other organizations and development partners.
  • Represent IIEP at conferences and meetings, giving institutional and thematic presentations.

3. Team Management

  • Participate actively in IIEP-UNESCO team meetings.
  • Accompany the area coordinator in the supervision of the team, consultants and trainees working on research projects.
  • Identify human resource requirements for the area and support the area coordinator in the selection of experts for the implementation of research projects.
  • Provide academic input to the preparation of conference participations of the Area Coordinator or the Head of Office.
  • In the absence of the Coordinator of the area, assume his/her responsibilities.

Perform other tasks related to their functions, as requested by the Area Coordinator and the Director's Office of IIEP Buenos Aires.

REQUIRED QUALIFICATIONS

Education

  • Advanced University degree (Masters or higher) in education, public policy, public management, economics, statistics or in related fields of the social sciences.

Work experience

  • At least three (3) years of demonstrable experience in designing and conducting research activities in the fields of educational planning, policy or management.

Knowledge,Skills and Competencies

  • Knowledge of the application of quantitative and qualitative research techniques.
  • Knowledge of IT, in particular MS Office applications, databases, statistical processing programs.
  • Experience in coordinating and supervising research projects.
  • Experience in designing and producing policy documents.
  • Knowledge of Latin American education systems and the region's education policy agenda.
  • Strong oral and written communication skills; capacity to write clear prose.
  • Experience in conducting high-level policy dialogues, developing professional networks and fundraising.
  • Ability to coordinate, supervise and work in multicultural teams.
  • Ability to develop positive interpersonal relationships.
  • Ability to work under pressure and on tight deadlines.
  • Availability to carry out field missions in different countries of the region as required by the projects in the area.

Languages

  • Excellent knowledge of English and Spanish.

Experience and Knowledge

  • Work experience in education policymaking or policy implementation.
  • Work experience in international organizations.
  • Experience in conducting high-level policy dialogues, developing professional networks, and fundraising.
  • Experience as author in comparative studies of education in Latin America.
  • Experience in developing strategies for communicating research findings.
  • Knowledge of IT, in particular MS Office applications, databases, statistical processing programs, Constituent Relationship Management (CRM) tools, Survey tools, SPSS or STATA.
  • Working knowledge of Portuguese.
