Deputy Chief of Party/Lead Evaluation Expert, Honduras Monitoring and Evaluation Support for Collaborative Learning and Adapting Activity, Honduras

Proposal Objective:

USAID/Honduras’s Monitoring and Evaluation Support for Collaborative Learning and Adapting 2.0 Contract (MESCLA 2.0) is aimed at supporting and strengthening monitoring and evaluation of USAID development assistance in Honduras. The MESCLA 2.0 project will provide USAID/Honduras with project and activity evaluation, performance monitoring, learning, assistance in strategy development, activity design, and performance management support services in order to implement the Mission’s new Country Development Cooperation Strategy (CDCS).

The project will provide USAID/Honduras with flexible, demand-driven services, including assisting the mission with:

  1. Planning, designing, conducting, disseminating, learning and supporting adaptive management based on rigorous monitoring and evaluation (M&E) of USAID/Honduras development projects and activities.
  2. Facilitating and promoting Collaborating, Learning and Adapting (CLA) practices throughout the Mission, implementing partners (IPs), local organizations, private sector partners and local academia.
  3. Supporting monitoring, evaluation, and learning (MEL) capacity building of USAID/Honduras internal and external stakeholders.

Position Description:

SI is seeking a full-time Deputy Chief of Party (DCOP)/Lead Evaluation Expert for the upcoming Honduras Monitoring and Evaluation Support for Collaborative Learning and Adapting 2.0 Activity (MESCLA 2.0). This full-time position, based in Tegucigalpa, Honduras, will report to the Chief of Party (COP) and will be responsible for leading the design and implementation activities under Component 1 of the Activity: Evaluations, Assessments, Surveys, and Special Studies.

Responsibilities:

  • Lead the design and implementation of all activities under Component 1.
  • Support programmatic management and technical operations to esnure tasks are completed and the objectives of the project are successfully met.
  • Work with the USAID Contracting Officer's Representative (COR) and other USAID technical staff to develop the necessary methodologies for the evaluations, assessments, surveys, and special studies that fall under Component 1.
  • Act as lead analyst for interpreting the results of surveys and other field data.
  • Lead report preparation.
  • Support day-to-day implementation and management on the contract.
  • Support the management and supervision of experts and personnel under the contract.
  • Serve as Acting COP as needed.

Qualifications:

  • Master's degree (or foreign equivalent) in statistics, economics or other social sciences or related fields.
  • At least eight (8) years of experience in designing, implementing, managing, and analyzing the results of both performance and impact evaluations of development projects; at least four (4) of these years should be in Latin America.
  • At least five (5) years of experience implementing quantitative and qualitative data collection and analysis for evaluations, surveys, and assessments, including experience with sampling methods, database management and statistical analysis.
  • At least three (3) years of experience leading evaluation teams or research teams.
  • Excellent adaptive skills: flexible and risk tolerant, curious and creative, comfortable with uncertainty and adaptation.
  • Excellent team management and interpersonal skills.
  • Fluency in spoken and written English (3/4) and Spanish (4/4) is required.
