We are currently seeking a qualified candidate for the Deputy Chief of Party position for an upcoming TB diagnostic network strengthening opportunity in Bangladesh. This position is contingent upon award and will be based in Dhaka, Bangladesh.

Project Description:

The proposed USAID’s Tuberculosis Diagnostics Network Strengthening (TBDNS) project will expand access to quality TB diagnostics to increase detection and management of TB patients. The project will strengthen the TB diagnostic network systems with innovative approaches for quality of TB laboratory services, laboratory information management, sample transportation, etc., for improved and effective delivery of TB services. The project will have research component to support studies and operations research in relevant areas.

Position Description

The DCOP will be a member of the USAID Tuberculosis Diagnostics Network Strengthening (TBDNS) project in Bangladesh. They will be part of the project Senior Management Team and support technical and programmatic aspects of the project. S/he will provide leadership to ensure quality, timeliness and efficiency of all project activities and results. S/he will support the Chief of Party (COP) in strategic and annual work planning, management, and monitoring of project operations and key deliverables, and liaise with relevant stakeholders from different sectors. The DCOP will be directly responsible for management of subawards and their performance. S/he will monitor budget spending, project deliverables, and technical assistance and capacity building. S/he will serve as program representative in absence of the COP.

KEY RESPONSIBILITIES:

  • Cooperate closely with the Chief of Party (COP) on all program and technical matters.
  • Ensure specified deliverables and achievements in a timely manner and in full support and compliance with FHI 360 and USAID grant requirements.
  • Coordinate the development and implementation of the project technical strategies, adapting global and regional technical resources and tools as needed for the Bangladesh context.
  • Liaise with and facilitate work planning and regular program and technical meetings for all consortium partners.
  • Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate technical assistance provision.
  • Promote sustainability of project activities with effective networking, coordination and linkages to other programs, partners and counterparts, capacity building of project staff, and institutional strengthening of implementing partners and community-based organizations.
  • Represent the project in external stakeholder meetings, conferences, and coordination platforms.
  • Serve as the primary program representative in the absence/temporary leave of the COP.

    MINIMUM QUALIFICATIONS

    • Bachelor’s degree or its international equivalent (Master's preferred) in health, social sciences, business or related field.
    • At least 10 years of professional experience in public health, particularly related to TB or other public health programs; experience in working with key stakeholders in Bangladesh including experience with Ministry of Health and NTP
    • At least 3 years of professional experience in project management and leadership, including experience managing USAID projects and staff.
    • In-depth understanding and familiarity with the health systems and TB Diagnostics in Bangladesh on national, regional and local levels
    • Proven experience working closely with government officials to support strategy development, implementation plans and decision making.
    • Proven knowledge of and experience with USAID rules and regulations
    • Experienced problem-solver, proven ability to develop effective systems.
    • Experience working in TB prevention and care in Bangladesh.
    • Excellent oral and written communication skills in English; fluency in Bangla required.
