Project Description

The purpose of the anticipated USAID Georgia Educating the Future Program is to strengthen the quality and equality of the basic education system in Georgia. The activity will support the Government of Georgia (GoG) in enhancing the quality of pre-service teacher education programs; building the capacity of school administrators as instructional leaders; and strengthening the implementation of decentralization policies with a specific focus on refining the roles and responsibilities of Educational Resource Centers (ERCs) and improving their capacity to support schools. The activity will work towards the following three objectives:

  1. Objective 1: Enhance the quality and inclusiveness of pre-service teacher education programs
  2. Objective 2: Improve school governance
  3. Objective 3: Support the decentralization of the basic education system

    The anticipated program will be based in Tbilisi, Georgia.

    Position Description

    RTI’s International Education Division is seeking a Deputy Chief of Party (DCOP) for the upcoming USAID Georgia Educating the Future Activity. The DCOP will be responsible for overseeing the timely, cost-effective implementation of the project’s technical activities, especially those geared toward strengthening the decentralization of the general education system in Georgia. The DCOP will support the Chief of Party (COP) in ensuring that the Activity’s interventions are planned and implemented in close collaboration with national and regional education authorities to ensure the long-term sustainability of these improvements. The DCOP will also support the COP in ensuring seamless collaboration with project partners, including the Ministry of Education and Science (MoES), project subcontractors, strategic local partners, and the private sector. S/he will act as COP in the COP’s absence.

    Your primary responsibilities will include but not be limited to:

    • In close collaboration with the COP, build a robust plan for how each component—alone and in complement with the others—will achieve Educating the Future’s expected outcomes.
    • Ensure that all technical activities conform to the terms and conditions of project requirements, including cost, schedule, and quality parameters.
    • Ensure the integration of project technical activities, including those led by subcontractors, by facilitating the annual work planning process, supervising the implementation of the annual work plan, and ensuring close integration of technical activities with monitoring, evaluation, and learning efforts and cost-effective operational management.
    • Ensure that all program strategies and activities, especially those geared at strengthening decentralization, school governance, and school management are planned and implemented in close cooperation with national and regional education authorities, with a view toward the long-term sustainability of these interventions.
    • Support the COP in establishing and maintaining a strong working relationship with the Government of Georgia, university partners, and strategic local partners.
    • Support the preparation and delivery of high-quality reports to USAID, including quarterly and annual reports, annual work plans, technical, and financial reports.
    • Serve as the Acting Chief of Party in the absence of the COP.
    • Perform other duties as assigned by the project.

      Required Skills and Qualifications:

      • Bachelor's Degree and 12 years of experience, Master's degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
      • Ten (10) years of progressively responsible experience and expertise working on projects focused on basic education improvement.
      • Five (5) years of substantive experience in the implementation of large international donor programs working with counterparts at various levels of government, private sector leaders, and other stakeholders to strengthen education systems and improve education outcomes.
      • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
      • Proven ability to work under pressure, and with multiple concurrent demands.
      • Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
      • Demonstrated track record of leadership, strong networks in Georgia, and an ability to navigate complex political environments.
      • Excellent oral and written communication skills in English and Georgian.
