Program Description:

The USAID Civic Engagement (CE) Activity will strengthen Ethiopia's civic fabric by supporting collective action by civic actors to advocate to and engage constructively with government in order to create more inclusive, accountable, and citizen-responsive policy and governance processes. CE seeks to strengthen Ethiopia’s civic fabric by supporting collective action by civic actors to advocate to and engage constructively with government in order to create more inclusive, accountable, and citizen-responsive policy and governance processes. The anticipated program will be based in Addis Ababa, Ethiopia and provide programming in a number of regions and local governments.

Position Description:

RTI is seeking a Deputy Chief of Party (DCOP) - Technical for the Civic Engagement (CE) Activity. The DCOP will be responsible for supporting the COP in the technical execution of the project ensuring all project deliverables are met or exceeded within budget and in compliance with RTI and USAID rules and regulations. This position will manage the technical teams on the activity. The DCOP Technical will directly report to the Chief of Party and will be based in Addis Ababa, Ethiopia. Position is contingent upon award and funding.

Roles and Responsibilities:

  • Support the Chief of Party in all technical aspects of the project.
  • Support in leading technical meetings to ensure adaptive management and inclusion of guiding principles across all objectives.
  • Oversee preparation and delivering high quality reports to USAID, including quarterly and annual reports, annual work plans, technical and financial reports.
  • Ensure all contractual deliverables and reporting requirements are met and in compliance with contractual requirements and U.S. federal regulations.
  • Track and report quarterly on programmatic achievements as required for project deliverable reporting.
  • Assist Chief of Party In overseeing monitoring and evaluation initiatives to ensure project targets are met or exceeded.
  • Develop partnerships and foster coordination with client as appropriate, as well as implementers, local partners and stakeholders.

    Qualifications:

    • Master’s degree and 10 years of relevant experience or a bachelor’s degree and 12 years of experience.
    • Experience in international donor funded projects, specifically USAID-funded projects, that involve innovative governance and civic engagement strengthening methodologies, collective action, inclusive civic engagement, and government engagement and /or institutional strengthening programs in Ethiopia required.
    • Experience in the implementation and management of international donor funded projects that focus on taking innovative approaches to governance, and civil society strengthening.
    • Proven track record in working effectively with other projects, high-level host country host government counterparts, and other international partners.
    • Demonstrated experience in the administration and management of donor-supported development projects of similar size and complexity.
    • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
    • Proven ability to work under pressure, and with multiple concurrent demands.
    • Excellent communication and interpersonal skills.
    • Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
    • Ability to travel and work throughout Ethiopia with difficult terrain/conditions at times.
    • Proficiency in written and spoken English is required.
    • Work experience in Ethiopia required.
