Chemonics seeks a technical Deputy Chief of Party (DCOP) with education sector expertise for the anticipated USAID Malawi Primary Education Teaching and Learning Materials Management activity. The activity aims to enhance the capacity of school community members and structures to ensure that primary school literacy teaching and learning materials are available in the schools and communities and are distributed, cared for, managed, and used appropriately. This position will be based in Malawi. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Work closely with the Chief of Party to provide technical leadership into the approach of the project and across all result areas and on all project activities.
  • Provide overall technical direction and oversight of the design, technical implementation, and monitoring of project activities related to strengthening the community’s role in ensuring oversight, transparency, and accountability in the management and utilization of TLMs in Malawian public primary schools and communities.
  • Supervise, mentor, and support the professional development of technical staff as assigned, and coordinate and monitor technical team tasks for maximum synergy, efficiency, and effectiveness.
  • Develop scopes of work and assist in the oversight and coaching, as needed of technical subcontractors and grantees.
  • Develop terms of reference for short-term technical assistance and supervise their work.
  • Build collaborative relationships with the relevant central and local governmental agencies, donor/client organizations, private sector actors, and other non-governmental organizations and institutes to enhance quality and effectiveness and sustainability of the project materials and interventions.
  • Participating in relevant coordination committees and working groups and establishing close working relationships with the relevant technical staff of USAID in coordination with the Chief of Party.
  • Collaborate closely with the monitoring, evaluation, research, and learning team to review, analyze, and evaluate the effectiveness of the program’s technical approaches and recommend improvements to meet project goals.
  • Lead or closely oversee production of project deliverables and reports or report components related to each technical area.
  • Undertake other duties as assigned by the COP; serve as Acting COP as needed. Providing overall vision, management, and strategic leadership to the
    Activity.

Qualifications:

  • Demonstrated expertise in one more of the following core areas: primary education, teaching and learning materials, foundational literacy and/or numeracy, supply chain management.
  • Working knowledge of the Government of Malawi’s National Reading and Book policies and Teaching and Learning Material supply chain and Global Book Alliance
    resources, training, tools, platforms and programmatic offerings.
  • Experience supporting education reform in Southern Africa required; experience supporting education reform in Malawi is highly desired.
  • At least six (6) years of relevant work experience and a minimum of bachelor’s degree or eight (8) years of relevant work experience without a bachelor’s degree
  • Minimum four (4) years of experience leading the technical direction of education programs.
  • Experience providing technical direction across multiple work streams.
  • Advanced degree in education or related field.
  • Profession proficiency in written and spoken English is required. Proficiency in spoken Chichewa is preferred.
  • Strong interpersonal, oral, and written communication skills and demonstrated ability to coordinate complex technical activities in high-paced work environments.
  • Demonstrated leadership, versatility, and integrity.
