We are currently seeking qualified candidates for the position of Deputy Chief of Party for an anticipated multiyear USAID India: Cleaner Air and Better Health (CABH) opportunity. This opportunity seeks to (1) improve air pollution mitigation: this objective is grounded in the notion that a combination of tools, ranging from improved governance and complementary market-based approaches, to behavior change at the community and individual level, to the use of cleaner energy and abatement technologies, can help mitigate air pollution.; and (2) reduce exposure to air pollution: this objective recognizes that a combination of approaches is needed to reduce exposure to air pollution, from individual behavioral change to the improvement of indoor air quality. It recognizes the need for additional evidence of what health interventions may be successful for reducing exposure, such as the effective use of health practitioners as channels for influencing behavioral change. This position is subject to project award and funding.

Position Description:

The DCOP will provide management oversight and technical leadership to project interventions in the India. S/he will oversee all aspects of in-country project implementation, with a focus on program operations and quality, personnel and financial management. S/he will work in collaboration with the COP and other project team members and maintain close coordination with the project team, ensuring that all interventions are of high quality and lead to measurable impact. S/he will be responsible for timely and effective implementation of project activities, deliverables and execution, monitoring and reporting of the project activities. S/he is responsible for ensuring in-country compliance with FHI 360 policies and procedures and USG rules and regulations. The DCOP will be responsible for ensuring sub-awardee compliance and monitoring quality of program implementation. The position will be based in New Delhi, India.

Key Responsibilities:

  • In coordination with the COP, leads the project team, technical and operational aspects of the project, including planning and implementation; ensuring clarity over plans and priorities, and encourages effective teamwork; ensuring compliance with USAID requirements, U.S. government regulations, and FHI 360 policies and procedures;
  • Liaises with Government of India (GoI), local government institutions, civil society organizations, private sector companies and other stakeholders to coordinate activities and facilitate monitoring and reporting of project objectives and achievements;
  • Liaises with partners, other donors and implementing agencies to ensure coordination of and synergy with other air pollution/climate change, risk management, public health, private sector engagement and governance and information use related activities, among others;
  • Provides financial oversight, in coordination with finance team, over the life of the project;
  • Oversees a team of technical, operations, compliance and finance staff and ensure clear roles and responsibilities and lines of communication are maintained among the team members;
  • Supervises key staff, including ensuring staff regularly prepare and accurately update performance data;
  • At the request of the COP, represents the project at national and international fora, including technical and investment conferences, policy briefings, networking events, etc.;
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.

Minimum Requirements:

  • Bachelor's degree required; however a Masters degree; or its international equivalent or higher in a relevant field of study, such as climate change, public health, environmental management, spatial planning, economics, public policy, natural, earth, or physical sciences; business administration, governance, or other related field is strongly preferred.
  • At least 5-8 years of professional leadership and experience in public health, environment/climate change and natural resources management, air pollution mitigation, experience in managing and implementing USAID and other donor-funded environment projects in complex settings, with specific experience working with government counterparts, international donors, and local organizations to address air pollution.
  • Proven experience working with National, State and local government officials, particularly Government of India, is highly desirable, to support strategy development, implementation plans and decision making;
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Excellent oral and written communication skills in English; knowledge of local language/s will be an advantage
