Context:

The objective of Pacific RISE CTIP (Regional Initiative and Support for More Effective Counter Trafficking in Persons) programme is to combat trafficking in persons in the Pacific Island countries (Micronesia, Fiji, Kiribati, Nauru, Palau, Papua New Guinea, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) through: (1) Reduction in vulnerability to trafficking; (2) Enhanced mechanisms and strategies to prevent trafficking; (3) Improved protection services to victims; and, (4) Increased access to legal services and remedies.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Chief of Party (CoP), the successful candidate will be responsible for the overall coordination and technical implementation of country level activities of the Pacific RISE CTIP programme and ensuring strong donor communications and engagement for the International Organization for Migration (IOM) country programme funded by United States Agency for International Development (USAID).

Core Functions / Responsibilities:

  1. Assist the CoP with strategic and operational planning, including work planning, and ensure project compliance with all contractual reporting and financial requirements of USAID and IOM.

  2. Assist the CoP in creating and maintaining good working relationships with USAID, Governments in the Pacific counterparts, local organizations, and other program partners.

  3. Provide technical and managerial guidance and leadership, including technical expertise and oversight.

  4. Supervise the operational, administrative, financial and grant management teams to ensure compliant processes and performance, operational and cost efficiency, and effective management and monitoring of sub-awards.

  5. Oversee complexity-aware monitoring, evaluation and learning (CAMEL) functions.

  6. In coordination with the Resource Management Unit (RMU) oversee the financial management and administration functions of the programme.

  7. Provide back up support in the areas of communication, media and other discipline requisite for the success of the project activities.

  8. Oversee the successful, implementation of the programme’s community-based, small grant initiatives at the field level in accordance with the overall objectives of the programme by directly supervising programme implementation staff in the identification of local grantees and partners, technical consultants, and other programme implementers.

  9. Train and coach staff to support a strong understanding of the programme strategy, and work with field teams in their effort to develop and maintain collaborative relationships with relevant stakeholders, in support of strong programming.

  10. Coordinate closely with the RMUs to ensure application of standard guidelines and procedures aimed at ensuring an appropriate, efficient and transparent use of funds.

  11. Provide regular reporting to the CoP on grant implementation and provide relevant inputs on project implementation to the Grants Unit.

  12. Oversee Reporting Officer to prepare bi-weekly report.

  13. Coordinate with the Monitoring and Evaluation (M&E) units to develop, monitor, evaluate and recommend performance measures for regional and individual activities, including contractors and grantees.

  14. Support the CoP in providing trainings relevant to government and civil society organization capacity building and combating Trafficking in Persons (TIP), as needed.

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience managing a national-level project;

• Leadership experience in the implementation of development projects, particularly related to combatting trafficking, capacity building, or policy mainstreaming;

• Experience with public-private partnership building, working with government or civil society groups;

• Experience in strategic planning and implementation of workplans;

• Significant experience in managing and implementing donor-supported development projects;

• Extensive experience in public sector governance in the Pacific region or similar contexts;

• Proven track record in working effectively with other projects, high-level host country counterparts, and other international partners.

Skills

• Demonstrated significant governance and conflict expertise.

• Ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders.

• Ability to manage USAID awards and required reporting requirements.

• Thorough knowledge of the United Nations Department of Safety and Security (UNDSS) protocols and experience working in a Phase III or above security environment.

• Managing staff from diverse environments and backgrounds and in UNDSS phased security areas.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
