Millions of people lack access to electricity and clean cooking solutions, and in particular displaced people and communities. Access to clean energy is a key sustainable development goal, and an enabler of better humanitarian programming and access to basic human rights such as education, health, livelihoods, and food security. While the world is facing a climate emergency, the humanitarian and development sectors are struggling to reduce emissions and transfer to clean energy and more sustainable and greener operations. 

NORCAP has an ambitious goal to support increased climate resilience and environmental sustainability for people. We have established the largest capacity of clean energy expertise in the humanitarian sector, aiming to support the system to develop green and circular approaches and promote access to clean energy for people, to reduce the negative impact on the environment and communities.

We are now launching the Decarbonising Humanitarian Energy (DHE) project with key partners aiming at bundling clean energy projects across countries and encouraging higher investments through blended finance approaches. We are looking for candidates with solid experience and understanding from working with clean energy and sustainable responses from the development or humanitarian sector to serve as Specialist Adviser for the DHE Project.

The Specialist Adviser will lead NORCAP’s work for the DHE project, in close collaboration with the Green Shift Thematic Manager and team in the Innovation, Business Development and Analysis Section at the Head Office in Oslo.

Responsibilities  

Coordinate and represent NORCAP in the DHE project on behalf of NORCAP Green Shift Team. Responsible for coordination and documentation of NORCAP’s deliverables in the DHE project. Responsible for the strategic project development of the DHE project and related initiatives. Responsible for delivering on the DHE project activities under NORCAP’s responsibility Responsible for supervising the deployment of the international roving expert(s) and national expert(s) following NORCAP's procedures. Responsible for assessing the needs for new deployments to support experts and agencies. Responsible for ensuring regular follow-up meetings with experts and partners to ensure progress on deliverables in the project. Provide technical backstop and support to energy experts on deployment. Provide feedback on resources developed by energy experts, including those working on global and cross-cutting topics. Develop, map, and organise information, knowledge, and best practices for the Green Shift thematic area and sub-areas based on innovations in renewable energy technology and trends, regional and national policies to further progress NORCAPs strategic approach to the Green Shift.
