Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the job:

Overall purpose of the role:

DRC HD&P Technical Field Manager (TFM) will be responsible for the implementation and reporting of DRC-HD&P

demining/clearance projects in the South of Yemen. This will include but not limited to providing strong technical support and all areas of management of the

teams in support of the Land Release process and/or execution of EOD spot task duties. The TFM is also responsible to support the delivery of high-quality training

and ensure strict application of SOPs, quality and timely reporting of the teams in the area under his management. In the absence of the Operations Manager, the

TFM could be requested to deputize.

Main responsibilities

Responsibilities:

  • Accountable for achieving Multi-Task Team (MTT) strategic goals and objectives within the area of responsibility.
  • Responsible for operational management of MTT, this includes preparing detailed planning of activities set by the Operations Manager in line with the
  • priorities/tasks issued by the National Mine Action Authority (NMAA). Develop, implement and review systems and procedures in relation to maximizing
  • productivity and safety, conducting where/when necessary conduct risk assessment procedures to analyse risk or changes.
  • Responsible for MTT team management, this includes objective setting, probation, performance appraisal, development of staff and managing performance
  • etc.
  • Responsible for MTT activities in support of the Land Release process and/or execution of EOD spot task duties. This includes but not limited to, support,
  • monitor and mentor MTT during operations, when required take lead of operations/task in the field. Conduct QA/QC of MTT and task sites ensuring all SOPs,
  • guidelines and safety procedures are adhered throughout the activities. Conduct post-evaluation after each task in order to identify areas of improvement.
  • Support the MTT Team Leader with logistic preparations before and during operations.
  • Responsible for the completion/submission of relevant reports and returns as directed by DRC HD&P HQ, in-country management team and the NMAA – see
  • reporting below.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC.
  • Continually develop, ensure implementation of and review relevant SOPs, drills and other work practices.
  • Ensure constant communication with operations room and be prepared to react to safety/incident/accident situations.
  • Regularly inspect and ensure all equipment is serviceable and in full working order
  • Other duties as required by Operations Manager.

Training and Capacity Building:

  • Plan and coordinate the recruitment and training of the national MTT team members (EOD Team Leaders, EOD assistants, interpreters, EOD medics).
  • Design, develop, deliver and evaluate appropriate EOD, NTS, TS and demining training management plans.
  • Provide technical support to DRC- HD&P teams, conducting MTT activities (EORE, NTS, demining, EOD Spot Tasks).
  • Plan and deliver EORE training to DRC staff, other humanitarian agencies/partners when required/requested.
  • Continually conduct Training Needs Assessment, identifying areas of weakness and implement refresher/extra training on specific areas of improvement.

Reporting:

  • Ensure accurate data collection and analysis on casualties and contamination and provide reports on Hazardous Areas (HA).
  • Ensure all team activities are recorded accurately and good use is made of remote management and monitoring tools and technology, ArcGIS (Survey 123),
  • IMSMA Core, KoBo, Dots.
  • Collect team reports on a weekly basis, perform quality check/monitoring and report to Operations Manager.
  • Provide monthly updates to Operations Manager on all activities.
  • Support Operations Manager in liaising with authorities (relevant Ministries, security providers) to inform on progress of work and recommendations.
  • Any other activities appointed by the Operations Manager.

Health, Safety and Security:

  • Manage and monitor security situation in areas of operations ensuring that the Operations Managers is kept informed of security risks and developments.
  • Have responsibility for the health and safety and security of DRC-HD&P staff, assets and resources.
  • Have responsibility for the overall safe execution of MTT activities within area of operations.
  • Manage and support EOD Spot Task Teams in emergency situations..

About you

To be successful in this role you must have:

Experience and technical competencies:

• Minimum 5 years’ previous experience in Humanitarian Mine Action and full understanding of its technical requirements.

• Minimum 3 years' experience with people management.

• IMAS EOD 3 qualifications and previous work experience as an EOD Operator.

• Experience with accreditation to IMAS standard.

• Proven understanding of IMAS and Land Release Process.

• Proven experience with project and staff management, preferably in a complex and fragile environment.

• Proven experience in analysis of quantitative and qualitative data.

• Experience of managing multi-sites programme.

• Strong communication skills and experience in representation and liaison with community stakeholders.

• Proven record of training, mentoring and developing the capacity of national staff, including in EOD.

• Politically and culturally sensitive with qualities of patience, tact, and diplomacy.

• Experience of working in challenging and insecure environments. And the capacity and willingness to be flexible and accommodating in difficult and insecure

circumstances.

• Working experience with IMSMA, GIS and web mapping.

• IMAS EOD 3 qualifications

Langages:

  • English – fluent.
  • Knowledge of Arabic is a plus but not required.

We offer

DRC will offer the successful applicant a contract until 31st Oct, 2021, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Yemen –Mocha.

Salary and conditions will be in accordance with Danish Refugee Council’s Expatriate Terms of Employment. This position will be placed at Band (F2 Manager).
