Background:
CRS is seeking a Deputy Chief of Party for an anticipated Crime and Violence Prevention program in El Salvador funded by USAID. The position is based in San Salvador, El Salvador and is anticipated to start in 2021.
Job Summary:
The Deputy Chief of Party will support the Chief of Party in developing the strategic direction and providing technical advice across all program components in the planning, design and implementation of activities. S/he will work closely with partners and their technical teams to ensure integration across organizations and objectives. The Deputy Chief of Party will oversee field-level program activities and ensure program targets are met. In the absence of the Chief of Party, the DCOP will assume responsibility for coordinating award management and implementation tasks, liaise with USAID on technical matters, and respond to other inquiries.
Roles and Key Responsibilities:

• Manage key aspects of project design, start up, implementation and learning. Serve as a key contact to USAID as well as public, private and non-government stakeholders.
• Support problem solving and crisis management and provide technical guidance. Provide assistance for developing budgets and support teams to navigate routine operating challenges as they arise.
• Manage key project components, ensuring timely and quality results and budget. Support project planning and manage capacity building activities with service providers. Provide leadership to ensure CRS program quality standards are adhered to per MEAL policy and procedures.
• Lead the Institutional Strengthening of Partners to be direct recipients of future financing
• Ensure project strategy and methodologies foster gender equality and social inclusion and that they are effectively implemented. Regularly identify and apply learning, refining approaches as needed to close gender gaps and promote social inclusion across project activities and the systems they contribute to.
• Supervise senior program and field team managers, managing team dynamics, providing coaching and promoting staff well-being. Strategically tailor individual development plans and complete performance assessments for direct reports to support these plans. Support the development of staffing plans and the recruitment of senior staff.

Preferred Qualifications:

• At least 5 years of relevant international development experience in the violence prevention/peacebuilding area.
• At least 8 years of demonstrated experience in the successful implementation of international development activities (at least 3 years must have been in senior program management including direct supervision of professional and support staff) and at least 3 years’ experience managing donor funds.
• Demonstrated experience working in the area of violence prevention, peacebuilding and/or social cohesion in Latin America, particularly in El Salvador.
• Excellent interpersonal skills and proven ability to lead and work effectively in teams.
• Strong record of building effective working relationships with governmental organizations, academic institutions, private sector stakeholders and community organizations.
• Recognized technical experience and qualifications in the sector.
• Demonstrated experience managing complex, multi-activity projects with skills that foster a learning environment.
• Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
• Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

*Required Languages -Fluency in Spanish required, English preferred.*
***Travel - Must be willing and able to travel up to 40%.* Supervisory Responsibilities:** The Deputy Chief of Party will supervise several project staff.

Basic Qualifications:

• Master’s degree in International Development, Peacebuilding, Social Sciences, or other relevant technical area.
• 5 years’ relevant management and technical experience.
• 3 years’ experience managing donor funds. Knowledge and experience in budget management.
