Palladium is seeking an HRIS Database Specialist to join the USAID-funded Human Resources for Health 2030 (HRH2030) project in Philippines. HRH2030 is a global project that aims to: 1) increase performance and productivity of the health workforce, 2) increase the number, composition of skills, and competence of health personnel, 3) strengthen HRH and Health Systems Strengthening (HSS) leadership and governance capacity, and 4) increase the sustainability of investments in health personnel. HRH2030 is managed by Chemonics; partners of the HRH2030 consortium include: Palladium, URC, Thinkwell, AIHA, AMREF, and Open Development. HRH2030 in Philippines will provide capacity-building to the Department of Health to strengthen the deployment, training, and management of a fit-for-purpose and fit-for-practice health workforce to improve access to and quality of family planning (FP), maternal and child health (MCH), and tuberculosis (TB) services for vulnerable populations. The HRIS Database Specialist will support the HRIS Advisor to achieve Objective 3: To improve the use of data for human resource for health decision making at central and regional levels. This objective will seek to advance the capacity and functionality of the HRIS and improve data quality, as well as support planning for the National Health Workforce Account (NHWA) reporting. The HRIS Database Specialist will be responsible for the technical areas surrounding HRIS development including programming, interoperability, software and hardware components. HRH2030 database experts will provide advanced technical support where necessary. The position is an annual fixed-term contract, renewable depending on performance, project priorities and funding availability. The HRIS Database Specialist will be part of the Chemonics-led HRH2030 Philippines team, and on a day-to-day basis report to the HRIS Specialist. Location for this position is Manila, Philippines. Only local candidates with the requisite local language skills and currently eligible to work in the Philippines will be considered. * Key Responsibilities * With guidance from the HRIS Advisor, conduct an analysis of current HRH data systems within the DoH and other government and non-governmental organizations which collect HRH data. This analysis is intended to identify gaps to a comprehensive HRIS, including interoperability of systems and challenges to harmonization allowing for nationwide planning and management of HRH. This activity will include the mapping the location and format of key HRH data that needs to be harmonized within the HRIS. * Provide HRH planning and informatics technical assistance to improve the capacity and functionality of existing data systems, including identification of opportunities to harmonize and integrate data systems within and across organizations. * Working through the DoH and the Philippines HRH Network, achieve harmonization of HRH-related databases through defining and implementing common data and field definitions. * In conjunction with the HRIS Advisor, collect high-level requirements from stakeholders for a regional information system. Prioritize functionality and content needed in HRIS. * Collaborate with the DoH Health Human Resource Development Bureau in planning for and achieving NHWA Modules 1 and 2. This will include data mapping, and identification of key data sources across health and non-health stakeholders. * Develop systems to assure HRIS data quality and integrity and provide capacity building to DoH and other relevant stakeholders in the same. * Develop HRH reports and visualizations using guidance from primary HRH stakeholders and technical working groups, and which are in alignment with global standards. * Develop training manuals for data entry, data use and reporting. * Conduct database-related capacity development exercises with DoH central and RHO regional staff. * Support and report to the HRH2030 Philippines HRIS Specialist. * Contribute to quarterly and annual project reporting as well as ad-hoc requests. * Other HRH2030 tasks as assigned. * Respond to occasional Palladium questions/requests that can be reasonably accommodated alongside other HRH2030 duties. Qualifications * Degree in Information Systems, Computer Science, Software Engineering or equivalent (advanced degree preferred; relevant experience may be substituted). * At least five years of experience working with and analyzing complex data systems and providing innovative solutions. Experience with heath information systems and/or human resources information systems highly desirable. * 1-2 years of experience working with directly with stakeholders in the development of information systems, specifically in gathering requirements for system design, reports and visualizations. * Experience in creating reports and data visualization is required. * Ability to communicate effectively with stakeholders having a wide range of professional backgrounds to identify needs, evaluate alternative approaches /solutions and convey findings. * Experience providing training, technical assistance and mentoring to a health ministry. * Experience working on a team for a donor-supported project is desired. * Candidate must have excellent written and spoken English.
