We are currently seeking a qualified candidate for the position of Database Manager to support two upcoming five-year orphans and vulnerable children (OVC) projects in Mozambique, which will be led by local organizations that will manage direct USAID funding for the first time. Recruitment is contingent upon successful award of the projects.

Job Summary:

  • The Database Manager has an overall responsibility for ensuring the electronic data management systems are fully operational, and that these are aligned and responsive to the constant changes of the USAID/PEPFAR and Government of Mozambique Monitoring, Evaluation and Learning (MEL) requirements.
  • It is his/her responsibility to ensure that the supported projects are using the most recent and adequate technologies to run the databases.
  • On a monthly basis, the Database Manager will support the consortia’s MEL teams in monitoring the data entry process, verifying data quality, providing feedback to sub partners, and providing regular assistance in solving problems related to IT, databases, anddata at the partners level.
  • Finally, s/he will be responsible for ensuring timely data is available monthly, within the minimum data quality standards, and ready to be used for decision-making process.

    Roles and Responsibilities:

    • Take leadership in the process of defining the most adequate technologies for project databases to be adopted by the consortia.
    • Work in collaboration with the Sr M&E Advisor, in the development of functional electronic data management systems for the FHI 360-supported OVC projects in the country.
    • Build capacity of the Consortia MEL teams to be able to use the developed electronic data management teams, for progress analysis and decision-making.
    • Support the implementation of high-frequency reporting and situation room meetings, by developing adequate and user-friendly platforms, showing project progress at a very granular level.
    • Work closely with the consortia MEL Managers to ensure monthly data cleaning is done and data about project achievements is aggregated monthly.
    • Implement solutions for data visualization, by developing dashboards that are readily available for key project stakeholders (internal and external).
    • On a continuous basis, work closely with the consortia MEL teams to identify needs for improvement, and to identify solutions to respond to evolving needs and demands.
    • Develop guidelines and written standard operating procedures to guide the data collection, data entry and reporting processes.
    • Support recruitment and training of Database managers for each of the consortia, to be able to take over the implementation process of the electronic databases when FHI360 role in the consortia ends.
    • Work and implement a transition plan for the electronic systems from FHI360-led to consortia-led, including the transition of servers and all related credentials.

      Working Conditions:

      The position will be based at FHI 360's Maputo office. Much of the work will be carried out in the office, but with trips to the offices of two Local Prime Partners, as well as to the subrecipients in the consortia, at provincial and district levels.

      Skills and Knowledge:

      • Ability to build excellent collaborative relationships within FHI 360, with local implementing partners and government institutions
      • Ability to assess the capacities of Partner’s MEL and Technical teams, to identify areas for capacity building and trainings
      • Ability to design and implement capacity building and mentoring interventions for stakeholders in order to gain the knowledge and skills needed to use data management systems effectively
      • Ability to conduct statistical analyses, which allow the project management team at various levels to identify gaps in performance and opportunities for improvement

        Qualifications, Skills, and Experiences Required:

        • University Degree in fields related to computer sciences
        • MS SQL Server Administration, District Health Information System (DHIS), Windows NT and Office Administration and Management, Relational database design and analysis, SQL, Python, R Scripting, and MS Access/Excel programming skills
        • Minimum experience of 6 years in development (including programming) of databases for projects in the HIV/AIDS area
        • Minimum experience of 3 years working in projects related to HIV, preferably funded by PEPFAR/USAID
        • Previous experience in development of databases for OVC Case Management will be preferable
        • Experience in working with and managing contractors working in development of electronic databases
        • Proven experience in implementation of data quality assurance mechanisms in databases for OVC case management
