Job Summary:
The Data Architect II is ultimately accountable for leading the organizational-level strategy of using data to inform decision making. The architect II strengthens the impact of, and provides recommendations on, business information that will need to be available a nd shared across the agency through the identification, definition, and analysis of how information assets enable strategies and outcomes. The position is responsible for discovering the data and analytics requirements for all uses and providing technical leadership to CRS in information management, data warehousing, data mining, analytics, and business intelligence. The position will be successful by having the ability to assess the suitability of information solutions and their intended outcomes, and liaise with business owners, vendors, and developers to achieve these outcomes. The position serves as change agent, identifying the organizational improvement needs, designs solutions to implement those changes, and builds the capacity and motivates staff to leverage the new solution.

Roles and Key Responsibilities:
* Partner with agency leadership to provide strategic recommendations to maximize the value of information assets via their creati on, access, and use.
* Deliver strategies and build capacity for use of data, by gaining business consensus, performing vendor and product evaluations, mentoring business and development resources, delivering solutions, training, and documentation.
* Builds and manages the roadmap for data strategy, including advancement of data modeling techniques, discovery and access, integration, data repositories, and data analytics and visualization.
* Aligns data strategies and roadmaps to position the agency to leverage advancements in machine learning and artificial intelligence.
* Lead the identification of areas for improvement based on assessment of CRS’ data needs.
* Design, develop, measure, and take-action on specific metrics for quality and consistency of data across agency functions.
* Provide technical oversight and/or guidance to data designers and developers in the areas of the physical data storage, data mi gration, data integration, and data related testing plans associated with the release of new CRS systems and major system upgrades.
* Lead agency-wide data stewardship policies and processes.
* Conduct feasibility studies to identify, understand, and ensure that business requirements (functional and technical) are aligned to the desired business objective.
* Assess current trends in the use of people, process, data, and technology in the humanitarian sector.
* Serve as escalation point for technical issues as assigned by operations, maintenance, and support staff.

Basic Qualifications:
* Bachelor’s degree in Data Management, Data Science, Data Analytics, or equivalent experience.
* Master’s degree preferred.
* Minimum of 10 years of experience in development of conceptual and logical models for relational and dimensional databases.
* Minimum of 5 years of experience in development of enterprise-level data management strategies.
* Minimum of 5 years of experience in business analysis and Project management.
* TOGAF certification desirable.
* Expert-level experience in leading the definition, design, and deployment planning of data management strategies.
* In-depth knowledge of current and emerging technologies for data storage, data management, data transformation, data quality, and reporting.
* Advanced knowledge of business and technical architecture.
* Advanced knowledge of best practices, methods, tools, and techniques used to address each phase of a system’s life cycle.
* Experience using master data management techniques in defining and sharing reference data and business objects data.
* Experience in developing the data integration and data storage components for solutions that were enabled by off the shelf technologies.
* Knowledge of and/or experience in using maturity models, ISO standards involving data, and the ITIL services concept.
* Demonstrated communication, collaboration, and adult education skills.
