Background

The Zimbabwe Vulnerability Assessment Committee (ZimVAC) is a consortium comprising the Government of Zimbabwe, UN Agencies and NGOs and other international organisations. The committee is chaired by the Food and Nutrition Council (FNC), a department in the office of the President and Cabinet. The ZimVAC is mandated broadly to provide information on rural and urban households' livelihood-based vulnerabilities. Since its inception in 2001, ZimVAC has undertaken 20 rural livelihoods assessments and is expanding the growing extensive data set of rural livelihoods in Zimbabwe and is an asset for the country's community of academics, policy makers and rural development programmers and managers. The assessments have become an important tool for informing and guiding policies and programmes that respond to the prevailing food and nutrition security situation.

In 2016, ZimVAC, took a major step to ensure that gender is mainstreamed in the assessments and a supplementary gender report was developed with technical and financial support from UN Women. This supplementary gender report was based on the data collected through the methodology and overall sampling used in the overall ZimVAC Urban Livelihood Assessment. In 2021, a second supplementary gender report will be undertaken following the methodology and sampling process of the 2020 Rural ZimVAC assessment.

Given that gender is one of the key principles of the 2030 Agenda with its promise to leave no one behind, a gender analysis of the 2020 Rural ZimVAC report shall contribute towards ensuring that gender is mainstreamed in humanitarian and national development responses for food and nutrition security. In addition, the analysis will also identify key constraints to improving community resilience and rural livelihoods from a gender perspective, thus leading to recommendations to address these issues from a gender responsive perspective, thereby addressing the unique needs of men, women, girls and boys. As such, it is crucial to undertake a comprehensive analysis of the related progress, challenges and opportunities for accelerating achievement of the SDG goals with a gender lens.

To this end, a Data Analyst will be engaged to support the FNC and UN Women to conduct an analysis of the 2020 rural ZimVAC dataset and identify key gender issues and lessons to be shared through a supplementary gender report.

Background

In 2016, UN Women supported the FNC to conduct the 1st analysis of the ZimVAC 2016 urban livelihoods assessment dataset. This was framed against key gender in Humanitarian Action principles, such as the 2012 Commission on the Status of Women (CSW) adoption of Resolution 56/2 which calls for the promotion of Gender Equality and Women's Empowerment in all aspects of the response to natural disasters and the UN General Assembly 2014 Resolution 69/243 on International Cooperation on Humanitarian Assistance in the field of natural disasters, from relief to development, stressing the importance of the full and equal participation of women in decision making and of gender mainstreaming in developing and implementing disaster risk reduction , preparedness, response and recovery strategies.

The supplementary gender report will not only serve as a primary source for evidence-driven advocacy and programming for national stakeholders, international development partners and the UN System to advance the gains and overcome bottlenecks in achieving gender equality in Zimbabwe, but will facilitate increased access to appropriate information for medium to long term decision making for ensuring food and nutrition security, whilst also informing comprehensive national programmes for longer-term economic and social development. UN Women and ZimVAC are therefore seeking a Data Analyst to work in collaboration with analysis team, to compile a comprehensive gender analysis technical report.

Objective of the consultancy

The objective of the consultancy is to conduct a gender analysis of the 2020 rural ZimVAC Assessment.

Duties and Responsibilities

UN Women and FNC seek to engage one Data Analyst to consolidate findings from the 2020 RLA assessments and generate a national report detailing the levels of gender dynamics in livelihoods insecurity in the country and develop appropriate recommendations for development prioritization, resilience building and humanitarian interventions.

Specifically, the Data Analyst will review available secondary data and literature, and, using the livelihoods assessments findings, generate a narrative report that describes and summarizes the context, objectives, methodologies, findings and recommendations in a concise manner to inform decision making and policy formulation at all levels of governance. The draft report shall be peer reviewed by a technical team comprising ZimVAC and UN Women representatives, before its finalization and printing for dissemination.

Deliverables:

  • An inception report which responds to the scope of work with a methodology, data collection instruments, and detailed work plan.
  • Produce summary statistics of key outcome and covariate variables.
  • Produce a written descriptive technical report.
  • Undertake an analysis that looks at the gender dynamics on rural livelihoods.
  • Explore gender, social and livelihoods dynamics associated with food and nutrition insecurity in rural areas.
  • First draft report to UN Women and FNC which should be delivered within the agreed timeframe in the work plan, to allow discussion of the findings and formulation of recommendations.
  • Submission of second draft report incorporating feedback from UN Women and FNC.
  • An elaborate, clear and attractive Power Point Presentation (PPT) highlighting main findings, conclusions and recommendations of the report.
  • The definitive Research Report should not exceed 40 pages; appendices can be added in annex. The generic content format of the report should include an executive summary which length should not exceed 2 pages as well as the following:
    • Introduction
    • Purpose of the supplementary Gender Report
    • Objectives
    • Methodology
    • General Background (including Gender in Humanitarian action and situation of women)
    • ZimVAC 2020 Rural Gender analysis findings - including descriptive technical analysis.
    • Recommendations
    • Conclusion

Duration of Consultancy Service

The contract will be for 30 days spread over a period from 12 April to 12 May 2021 with the completion of the project including a final dissemination meeting with key stakeholders including the FNC council and UN Women.

Supervision/Reporting

The Data Analyst will work under the guidance of a technical team comprising UN Women Monitoring and Evaluation and FNC personnel.

Required Skills and Experience

Education and experience:

  • A Master's degree in livelihoods, food security, agriculture, statistics, gender, economics, or a related field
  • Strong data analysis, data presentation and communication skills
  • At least 8 years of post-graduate academic and professional experience with a focus on food and nutrition security, gender statistics
  • A good understanding of the SDGs discourse and practice, and some prior experience working with national governments and the UN.
  • Knowledge and expertise in livelihoods and food and nutrition security issues a must.
  • Strong communication and presentation skills, in English.

Language: Excellent command of written and oral English.
