Tetra Tech International Development (http://www.tetratech.com/intdev) is currently accepting expressions of interest from qualified candidates for various potential Crosscutting Technical Specialists (Gender Equity/Social Inclusion, MEL, Communications) positions on a USAID-funded program Vietnam. The 5-year USAID-funded program will address factors in Vietnam that drive the generation, disposal, and management of plastic wastes.

These potential full-time positions will be based in Vietnam for the full life of project (anticipated five years). For all positions, working knowledge of English, experience working in and managing multi-disciplinary teams, enthusiasm for frequent travel to field sites, knowledge of MS Office applications, and commitment to gender equity and social inclusion are required. Candidates with primary qualifications and experience in more than one of the below areas should indicate their interest in multiple positions in their cover letter. Gender Equity and Social Inclusion (GESI) Specialist: This position will integrate the needs of women, youth, and vulnerable populations in Vietnam into project activities to ensure equitable impacts. Experience engaging these populations in solid waste management or the informal economy preferred. S/he will also lead capacity building among project staff to ensure all team members are active allies for gender equity and social inclusion.

Communications Specialist: This position will generate, capture and communicate knowledge and promote learning to further the activity’s objectives. They will be responsible for all Activity communications, the generation and dissemination of knowledge products, and ensuring compliance with branding requirements.

Social Behavior Change Communication Specialist: This position will work strategically to provide technical expertise in planning, implementing and evaluating social marketing and behavior change communications and awareness campaigns to build social behavior change for reducing, reusing, and recycling and utilizing sustainable waste management.

Monitoring, Evaluation and Learning (MEL) Specialist: This position will provide the strategic guidance, vision, and management for the successful monitoring and evaluation of the Activity, including development of the Activity MEL Plan to track project progress. S/he will develop tools and data collection protocols to meet indicator specifications, ensure data quality (reliability, integrity, validity, precision, timeliness), and train staff and partners in data collection protocols and oversee data collection. Familiarity with solid waste management, land and natural resource issues, urban/municipal planning, and with USAID MEL and adaptive management policies and reporting is a distinct advantage.

Qualifications:

* Master’s degree (or Bachelor’s with 10+ years of relevant experience) in a field relevant to the position of interest (i.e. business administration, communications, marketing, social sciences, data sciences, etc.);

* At least seven (7) years of relevant professional experience, preferably in Vietnam;

* Experience on USAID or other donor-funded projects preferred but not required;

* Proven track record of collaborating with a diverse array of stakeholders (including governments, the private sector, local organizations), fostering collaborative learning and adaptive management, and integrating social inclusion with women, youth, and other vulnerable populations;

* Professional fluency in English required; and
