Project Summary

RTI International’s Senegal office is currently accepting applications for a COVID-19 Consultant for the USAID/Owod project in Senegal. The project is focused on achieving sustainable improvement and effective utilization of the Senegalese healthcare system by addressing key causes of maternal and child morbidity and mortality, protecting communities from infectious diseases, and strengthening health systems. One of the key objectives of the project is to transition at least 3/5 regions to direct government to government (G2G) assistance by the end of the five years. On the other hand, the USAID/Owod project will support the government's efforts in accelerating vaccination against COVID-19

Job Summary

The COVID-19 Consultant will have primary responsibility for overseeing, supporting, and mentoring the project’s target regions and districts for the revival of vaccination against covid-19. Under the supervision of the Technical Director, the COVID-19 Consultant will be responsible for ensuring that the technical assistance provided to strengthen COVID-19 vaccination, is strategic, coherent, and consistent and supports the achievement of project objectives. The COVID-19 Consultant will report to the Technical Director.

The position will be based with RTI in Dakar with frequent local travels.

Core Duties:

• In close collaboration with the Technical Director, provides technical leadership of the COVID-19 vaccination.

• Provide technical assistance to project regions and districts in COVID-19 vaccination and technical oversight to build the capacity of regions to strengthen COVID-19 vaccination over the life of the project.

• Support the establishment of collaborative frameworks to stimulate the experimentation and extension of COVID-19 vaccination strategies in the health sector

• Ensure the preparation of the allocation bases for regional envelopes for COVID-19 vaccination direct financing

• Active participation in technical review committees, including the Comité Regional de Verification

• Provide leadership in the development of COVID-19 vaccination monitoring frameworks and tools at central and regional levels

• Liaise on COVID-19 vaccination with the MOH, implementing agencies, and USAID health program regional offices

• Provide technical support for the evaluation and documentation of COVID-19 interventions

• Other duties as assigned by the COP, DCOP and Technical Director

Qualifications:

• Master’s degree, Medical Doctor or higher in international studies, public policy, public health, international development, or a related field, with at least six (06) years’ experience in international health programming, including at least five years’ experience in senior level management positions and experience leading large and complex health projects.

• Proven experience of at least 10 years in the field of health emergencies, vaccination and in the field of response to epidemics

• Have a good knowledge of the Senegalese health system

• Demonstrated credibility as a leader on matters of designing, implementing, and strengthening health systems with a focus on capacity building of local stakeholders and health governance.

• Demonstrated ability to support cross-sectoral programming and build partnerships.

• Demonstrated experience in effectively engaging partners and managing multi-partner collaboration in the field.

• Strong organizational, interpersonal and management skills.

• Possesses the required oral, written communication, presentations skills in French (equivalent to R4/S4) and English (equivalent to R2/S2).

• Work experience in Senegal is strongly preferred.
