PSI Madagascar is one PSI's largest country programs in terms of revenue and health impact. PSI/Madagascar has a solid donor base (USAID, GF, WHP, etc.) and is well-positioned for further growth. The country platform's Malaria and Child Survival programs include integrated and established prevention, diagnostic, and treatment interventions in malaria, diarrheal disease, and pneumonia treatment. FP/RH activities include a wide range of short- and long-term method products and services as well as basic maternal health care services and cervical cancer detection and referral. HIV/STI prevention and treatment activities in this concentrated epidemic include product and communication interventions focused on distinct target audiences: youth and high-risk groups (female sex workers, high-risk men and men having sex with men).

We are looking for a seasoned Country Representative (CR) based in Antananarivo, Madagascar, to lead implementation of PSI's awards, in collaboration with the Ministry of Health (MOH) and other key partners. The CR should have significant management and international experience, a strong operational acumen, proven experience managing large teams in difficult environments. The CR will be a creative and innovative thinker, who enjoys facing challenges with out-of-the-box solutions.

Responsibilities

Your contribution The CR/Madagascar will assume responsibility for the management of the country platform, including strategic, programmatic and operational management and oversight for Madagascar's contract and grant portfolio. S/he will be responsible for achieving a high level of project performance while assuring compliance with regulations across a range of donors and financial/administrative best practices. Within this, the CR/Madagascar will ensure strong subrecipient management, as a key component of grant performance. Specific tasks include:

Strategic Leadership/Program Planning and Execution

  • Develop and maintain a working culture that fosters diversity, equity and inclusion in everyday work.
  • Develop an environment which recognizes and rewards strong employee performance and morale.
  • Foster the institutional development of PSI/Madagascar through strategic planning, program development, human resource planning and staff capacity building;
  • Provide quality and timely management of project lifecycle for all current donor projects including meeting programmatic and financial deliverables;
  • Maintain/develop a culture of innovation (operational and intervention / product - wise), through the drone projects in particular.

Performance Management

  • Support and foster strategic discussions across all departments, thus developing a cohesive, organization-wide approach to implementation and diminishing siloes. Ensure programmatic performance that will achieve or surpass PSI commitments;
  • Ensure tight collaboration with PSI headquarters on all areas of strategic implementation and donor communication.
  • Supervise and ensure accountability for sub-recipient monitoring, including oversight of programmatic and financial performance;
  • Lead the team to proactively diagnose underperformance and ensure accountability of corrective action plans;
  • Monitor data quality to ensure completeness, accuracy, and that its supported by appropriate documentation

Financial and Internal Controls

  • Meet reporting requirements as required by donors and PSI/Washington;
  • Lead the Director of Administration and Finance (DAF) in ensuring that PSI and donor requirements regarding financial oversight and internal controls are met and ensure collaboration with appropriate teams in PSI/W;
  • Provide oversight to the USAID IMPACT COP and DCR-Programs
  • Ensure that all PSI financial policies and procedures are followed and validated by internal evaluations and external audits;

Institutional Strength

  • Maintain and foster external relations with strategic partners such as government institutions and donors such as The Global Fund and USAID, among others;
  • Develop and maintain an organizational structure which ensures PSI is staffed to deliver current commitments and prepares for future opportunities. Also, proactively lead downsizing when necessary;
  • Build technical, management and leadership capacity of staff;

Risk Management

  • Proactively perform risk assessments to identify and mitigate risks, including operational, financial, legal, contractual, reputational and safety. Ensure that mitigation actions are implemented and proactively work with HQ to ensure adequate oversight and support is provided across teams.
  • Develop and maintain systems that ensure the safety and security of staff and assets in all aspects of work per best practices, PSI operating standards, and field realities.
  • Liaise with the Global Security Department and VP on crucial events, high-risk periods, incident reporting and security policy changes;
  • Promote and demonstrate an ethical environment in line with PSI's values of honesty and acting with integrity. Qualifications

Basics

  • You have at least 10 years of experience managing people, budgets and international public health programs of similar size as PSI/Madagascar.
  • You have lived and worked in challenging operating environments in Africa.
  • You have significant demonstrated experience in government and donor relations and collaboration.
  • You have an MBA, MPH, MD or other relevant degree.
  • You are Fluent in English & in French (strongly preferred); Fluent Malagasy with proficient French will also be considered.
  • You have significant demonstrated fundraising, personnel and financial management experience.
  • References will be required.
  • The successful candidate will be required to pass a background check.
