Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT :

Handicap International has been working in China for 20 years. Starting with emergency projects following natural disasters in Guangxi, Inner Mongolia and Heilongjiang provinces, HI officially registered in China in the November of 2017, with the China Disable Persons Federation being its Professional Supervisory Unit (PSU). In China, HI’s objective is to work alongside government and civil society partners to provide direct support to the most vulnerable groups in the poorest rural areas of the country, and lobby government and civil society for more effective policies in those areas. Our projects aim to develop more inclusive development policies where the rights of persons with disabilities to equal participation in society are respected. Whereas in the past, projects in the field of physical rehabilitation have been developed, it is not the case anymore, as needs, capacity as well as donors trends have changed. Today, the programme supports access to education and employment, and social integration alongside support to Disabled Persons’ Organizations and UNCRPD advocacy are currently on going.

YOUR MISSION:

Reporting to the Mekong Regional Director, the China Country Manager contributes to the implementation of Humanity & Inclusion’s mandate, the 2021-2023 Mekong Operational Strategy and 10-year strategy within his/her geographical scope. He/she ensures the optimal quality and impact of the projects implemented in his/her country by means of a delegation system with appropriate control mechanisms. With all HI Directors and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global:

Organization:

· The Country Manager is the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.

· He/she is responsible for developing and implementing the project part of the Regional Programme operational strategy for the country in which he/she is based

· He/she contributes to organizational transformation in line with the Simplification, Shared Services and ROOTS projects. In the event of an emergency, he/she takes responsibility in accordance with the response framework defined.

· Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, he/she ensures the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.

· He/she actively monitors and analyses developments in the context in his/her geographical area in order to identify risks and opportunities, and proposes actions to the Regional Director.

YOUR PROFILE :

· Bachelor or Master degree in related field (political sciences, humanitarian work, public health, rehabilitation…)

· At least 7 years working experience as humanitarian worker managing teams, particularly in generalist positions (Project/Program Manager, Area Manager, Country Manager) and and leadership of multi-cultural and multi-sector teams, on-site and remotely

· Fluent in English. Chinese will be an asset.

· Master management and leadership of multi-cultural and multi-sector teams, on-site and remotely

The position is based in Beijing; and operating in many provinces of China through our network or partner organizations.

· 15 months International contract starting from 1st October 2021

o Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount**

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 2972 € gross/month upon experience

· Perdiem : 796 € net/month - paid in the field

· Paid leaves : 25 days per year;

· R&R : Level 1: 1 day per month

· Position:

o unaccompanied

§ Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)

§ Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field

o open to couples (from 12 months of mission)

§ Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income/

§ Mission of more than 18 months: payment of one yearly additional return flight

§ open to families (more than 12 months) : package familial

§ a child allowance of 100€ per month, per child (from the second child) paid in the field

§ Contribution to school registration fees for children over 3 years

§ Family-wide health coverage

· Payment for travel costs (air ticket & visa) and transport of your personal effects **

· Housing individual taken in charge by HI**
