Job Brief:

Overview: The Coordinator, Investigations is responsible for conducting bilateral criminal investigations with the Uganda Police Force (UPF), mentoring UPF investigators, evaluating the performance of UPF investigators, and identifying UPF training needs, pursuant to the IJM Uganda’s Violence against Women / Children (VAW/C) program. The Coordinator, Investigations promotes a multi-disciplinary response to VAW/C investigations and works in close collaboration with police investigators, prosecutors, Probation & Social Welfare Officers, and healthcare workers. The Coordinator, Investigations reports to the Gulu Projects Senior Managerand collaborates with casework counterparts in furtherance of program objectives.

Key Result Areas:

The success of this role is measured by the following KRAs:

  1. VAW/C Case Management: Best practice VAW/C investigation is given in IJM assisted and IJM driven case management in partnership with the Uganda Police Force and other duty bearers. This may include written reports, and verbal briefs from the Investigator relative to the status of investigations, investigative developments and plans, and collaborations with local police, prosecutors, Probation & Social Welfare Officers, and healthcare workers.

  2. Partnership Management: Effective and fruitful partnerships are created and maintained with governmental and civil society actors ensuring thorough and substantive investigations in cases of VAW/C.

  3. Mentorship and Training: Government and civil society partners are well trained in multi-disciplinary and trauma-informed investigative practices for VAW/C survivors that build capacity in VAW/C investigative response.

Roles and Responsibilities:

Networking & Partnership:

  1. Work closely with stakeholders to strengthen the medico-legal response to sexual violence against children by building linkages among justice, police and health workers on forensic evidence collection, filling Police Form 3A, and preparation for court hearings.

  2. Ability to convene and provide leadership in multi-disciplinary meetings with a variety of government and non-government stakeholders, and support inter-institutional dialogue and coordination on cases of VAW/C.

  3. Promote a multi-disciplinary coordinated community response (CCR) to cases of VAW/C

  4. Develop and maintain close working relationships with project stakeholders to ensure effective case management and seamless provision of services to child and other victims of sexual violence;

  5. Support inter-institutional dialogue and coordination for cases of VAW/C.

  6. Develop a sophisticated understanding of relevant networks and hierarchies of law enforcement officials.

Training and Development:

  1. Mentor, guide and coach police and to ensure the effective investigation and prosecution of VAW/C cases.

  2. Imparts internationally accepted best investigative practices.

  3. Develop and deliver high-quality, professional training curriculum to multi-disciplinary stakeholders.

  4. Conduct gap analysis to identify law enforcement, prosecution and health care worker training needs.

  5. Support training programs with the police, judiciary, medical and probation and social welfare actors on case management, including ethical and safety considerations for VAW/C survivors.

Casework:

  1. Partner with and provide support to the Uganda Police Force in investigating allegations of VAW/C.

  2. Mentor police in best VAW/C investigative practices and procedures.

  3. Build effective, trusting case management partnerships with the Public Justice System actors and other stakeholders.

  4. Understand trauma-informed and child-friendly approaches in VAW/C cases; and coach/guide all stakeholders on incorporation of trauma-informed approaches into their service delivery.

  5. Collaborate with national and regional IJM staff to develop and implement sound investigative plans and program investigations accordingly.

  6. Conduct surveillance and other undercover operations in support of investigations.

  7. Recruit investigative informants and collect actionable intelligence.

  8. Provide courtroom testimony, when required.

  9. Prepare clients and staff for police interviews and courtroom testimony.

  10. Participate in case reviews.

Documentation, Reporting & Data Management:

  1. Track case related data in paper and electronic case tracking management systems.

  2. Analyze and document cases of VAW/C that can contribute to updated case management protocols.

  3. Work with the internal team members to monitor and evaluate the project, including monitoring and reporting of project targets, results, and outputs.

Supervisory:

  1. The Coordinator, Investigations reports the Senior Manager, Gulu Projects.

Education & Experience:

  1. Preferred three (3) years’ (or more) experience conducting criminal investigations with the Uganda National Police Force Directorate of Criminal Investigation or other government agency with investigative responsibilities.

  2. Proven experience and/or training working with/interviewing children.

  3. Prior leadership and/or management experience preferred.

  4. Valid certificate of good conduct.

  5. Valid driver’s license and experience driving manual vehicles in rough terrain.

  6. Fluent in written and oral communication in English, with working knowledge of local languages required.

  7. Proficient in Microsoft Word, PP and Excel with ability to quickly learn and consistently use other software systems for purposes of case management, M&E and documentation.

  8. Applicant must be registered with the Uganda Revenue Authority and possess a Tax Identification Number.

Technical Competencies:**

  1. Proven ability to plan and conduct investigations (including experience in surveillance, evidence collection and preservation, writing investigative reports, interviewing trauma victims, interrogation, recruiting and handling confidential informants, conducting undercover operations, recording written statements, crime scene documentation, and chain of custody preservation).

  2. Unarmed self-defense training preferred.

  3. Proven working knowledge of forensics and investigative forensic techniques.

  4. Excellent writing, documentation and reporting skills, including the ability to maintain digital records and generate high-quality reports on all casework interventions, stakeholder interactions, etc.
