Org. Setting and Reporting

This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA)in Bamako. The Joint Operations Officer reports directly to the Chief of the Section and is responsible for leading and ensuring integrated situational awareness. Within the limits of delegated authority, and under the supervision of the Section Chief, the Joint Operations Officer will serve as the Deputy Chief JOC Operations and Coordination. S/he is responsible for leading the Integrated Operational Planning and Coordination (IOPC) activities of the JOC as well as overseeing the Watch Officer unit. Responsibilities

Under the authority of the Chief of the Joint Operations Centre (JOC), the Joint Operations Officer, as the Deputy Chief JOC Operations and Coordination, will be responsible for the following duties:

1. Monitoring and reporting:
• Ensures that JOC staff members receive guidance and directives for the collection and verification of information and maintain relations with key stakeholders across the Mission;
• Supervises the Watch Officer unit and ensure that all operational tracking forms are updated in a timely fashion;
• Reviews and ensures the timely dissemination of Flash reports;
• Contributes to the preparation of special reports and the drafting of code cables and official e-mails;

2. Integrated Operational Planning and Coordination
• Supports CASEVAC/MEDEVAC/BODEVAC processes
• Supports integrated Mission activities as required
• Provides IPOC support to Regional JOCs

3. Crisis management support:
• Under the supervision of the Chief JOC and the Chief of Staff, supports, as required, the organization of crisis management meetings within the mission and with United Nations Headquarters;
• Supports crisis management meetings (presentations, talking points, After Action Reviews);

4. Assistance to the Chief JOC with management, including:
• Helps with the supervision of the JOC, including recruitment, training and management of operations officers; establishes duty rosters as necessary; and maintains relations with the mission’s components, sectors, and regional offices;
• Develops mission-level standard operating procedures, tools and templates (for reporting, crisis management, communications, etc., reflecting DPO policy and guidance) and ensures their implementation (including through training and evaluation);
• Prepares briefs for senior management groups, high level delegations, diplomatic corps and other groups/individuals as instructed by Senior Leadership; and
• Acts as OiC Chief JOC if designated by Chief JOC.

5. Performs other tasks as required by the Chief JOC or the Chief of Staff. Competencies

Education

Advanced university degree (Master’s degree or equivalent) in social sciences, political science, international relations, law, or related area. A first-level university degree in combination with an additional 2 years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political or international affairs, military, police, security, civil affairs, humanitarian affairs, human rights, crisis operations and management, or related field is required.

At least two years of experience supporting field operations or UN peace operations in a conflict or post-conflict country is required.

Experience in drafting reports and official documents is required.

At least 2 years of experience in supervising or managing personnel from diverse backgrounds is required.

Experience working in an integrated civilian-military-police environment is desirable.

Experience working with databases and in data visualization tools is desirable. Languages
