The Office of Innovation (OoI) works to catalyze UNICEF's and all its partners’ expertise and resources against key children-outcomes bottlenecks, with a view to continuously ideate and scale the most effective solutions with transformational potential at scale to achieve the child-related SDGs.

The office is doing this by continuously exploring new ways of accelerating results for children, investing across a range of early stage solutions, and harnessing internal and external expertise towards continuously iterating and fine-tuning the most promising solutions for children through a systematic portfolio management approach, and leveraging all stakeholders’ innovation energy, know-how and resources from intergovernmental, multilateral, private sector and non-governmental fora (think tank, academia).

As part of a global organizational improvement initiative within UNICEF, the structure and operating model of the OOI is being reimagined to optimize its function across the organization in order to accelerate the pace at which innovations for children are scaling and delivering against the SDGs.

How can you make a difference?

Under the general guidance of the Operations Specialist the incumbent is responsible for planning, development of procurement strategies/plans and overall procurement and contracting process - including contract implementation and management, monitoring suppliers’ performance, and market research.

Manage procurement of services, including development of procurement strategies and method of purchase in conjunction with SD service centre. Provide advice, support and guide the processes in the preparation of contractual documentation for engaging individual contractors to ensure proper compliance with pertinent administrative instructions/directives, and organization rules and procedures. Conduct contracts management to ensure supplier compliance to LTA’s and institutional contracts terms and conditions; and provides guidance and advice to the OOI teams on programme related institutional contracting and LTAs. Support the implementation of the internal control systems that ensures Purchase Orders (PO) are duty drafted, prepared and dispatched for signature. Provide advice/guidance to requisitioning concerning contractual conditions and supplier appraisals for purchasing of services, including review of SOWS/TORS. Review incoming service requisitions and supporting documents for individual contracts ensuring high level of accuracy and compliance. Ensures all procurement activities are in compliance with UNICEF Financial Rules and Regulations, SD procedures, DHR guidance on contracting individuals and all other applicable procurement procedures and directives. Makes recommendations for finalization of contracting processes and award of contracts; signs procurement orders/contracts up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Review Committee for reviews and subsequent approval by the authorized official. Undertake market research to develop a pool of healthy vendors and maintain updated vendor list for OOI core office and hub locations. Develop training materials and deliver training to requisitioners on contracting for services. Provide guidance and technical expertise on matters related to contracting for services Performs any other duties or assignment as requested by the Supervisor.

To qualify as an advocate for every child you will have…

Education: 1st level university degree (Bachelor's) in Procurement, Contract/Commercial Law, Business administration, Economics, Supply Chain Management or related field. Master's degree or higher will be considered as an asset.

Work experience:

Minimum two years of relevant international professional work experience in procurement/Contracting of services. An understanding or working knowledge of the UN or similar organization/NGO is an added advantage. Experience with worldwide procurement contract negotiations and administration combined with broader economic knowledge and/or directly related technical fields

Language proficiency: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
