How can you make a difference?

This position is targeted at experienced procurement professionals that combine strong project management skills, a solid understanding of United Nations procurement policies and procedures and experience in both service contracting and delivering the digitalization of supply chain activities

The Contracting Officer will work across two units in the Contracting Centre. The Contracts Officer will work on various activities in the Policy and Procedures Unit (PPU) under the direct supervision of the Contracts Specialist (PPU) and on further activities in the Project Support Unit (PSU) under the direct supervision of the Contracts Manager (PSU).

The key focus in PPU will be the coordination and implementation of two optimization activities:

Research and development of options for a wider, joined-up, digitalization of UNICEF's supply chain activities; Ongoing development and roll-out of an e-tendering platform to selected UNICEF offices globally.

The key focus in PSU will be the following two optimization activities:

Support to the cross functional project team for the execution of SAP/VISION improvements for service contracting processes. Support the service contracting process, including the development of policy and guidance for Country Offices.as part of the service strategy.

You will be accountable for:

Under the supervision of the Contracts Specialist (PPU), the successful candidate will lead PPU's input to the following projects/activities:

Ongoing development and roll-out of an e-tendering platform to selected UNICEF offices globally; Research and develop options for a wider, joined-up, digitalization of UNICEF's supply chain activities; including input to impact measures Support the ongoing implementation of an e-signature solution for procurement documentation (and potential wider scale-up) at Supply Division; Any other duties or assignments as requested by the Contracts Specialist (PPU).

Under the supervision of the Contracts Manager (PSU), the successful candidate will input to the following projects/activities:

Support the cross functional project team for the execution of SAP/VISION improvements for service contracting processes; Support the service contracting process, in particular support to policy and guidance development for Country Offices. Any other duties or assignments as requested by the Contracts Manager (PSU).

In delivering the above activities/projects the Contracts Officer will be responsible for:

Developing and maintaining detailed project documentation including project plans, issues logs and risks registers Technical and policy support to end users - both internal and external Reporting on and estimating benefits (time and cost) delivered by the optimization projects Coordinating and monitoring any technical system testing (especially relevant to SAP/VISION improvements) Creation of any training, guidance and communication documentation Writing, as required, scoping/options papers and presentations to summarize research and recommendations

Education

A Completed 1st University Degree (Bachelor's Degree) in business administration, commerce or law or technical field is required.

Work Experience

Minimum two (2) years of progressively responsible professional experience, preferably at the international level is required. Experience with worldwide procurement, contract negotiations and administration, combined with broader economic knowledge is required. Good knowledge of computer applications, with advanced Excel skills is required. Experience of contracting process for services Experience in supporting training design and implementation Project management experience Experience in delivering the digitalization of supply chain activities i.e. implementing IT solutions for the supply chain

Languages

Fluency in English is required. Knowledge of another UN language is an asset.
