We are currently seeking qualified candidates for the position of Contracts and Grants Manager for the Ethiopia Healthy Behaviors Activity. This position will be based in Addis Ababa, Ethiopia.

Project Description

The Ethiopia Healthy Behaviors Activity project implemented by FHI360 and funded by USAID will support the Ethiopia Government and a broader set of stakeholders to design, implement, and evaluate SBC strategies that, strengthen comprehensive health knowledge and skills, foster community support for health action, shift harmful social and gender norms, increase provider motivations and skills to provide client-centered services, and engender institutional commitment and capacity to lead this change.

Job Summary:

The Contracts & Grants Manager is responsible for providing leadership in the overall technical and contractual management of a large portfolio of sub-partners. S/he will be responsible for managing and providing technical assistance for subrecipients related to a broad range of programmatic and administrative needs for effective programming.

Accountabilities:

  • Provide leadership and oversight for grants and contracts management on the Ethiopia SBC project.
  • Manage and ensure compliance for all subrecipients.
  • Train and mentor relevant project staff on managing and monitoring subrecipients.
  • Oversee and support subrecipient start-up and close-out.
  • Ensure compliance with USG rules and regulations and FHI 360 policies and procedures.
  • Supervise and mentor the Grants & Contracts Management team on the SBC project.
  • Ensure that all subrecipients have adequate policies and procedures and are submitting timely and high-quality reports.
  • Ensure all subrecipients have sufficient funds to operate and manage pipelines to prevent overspending versus obligations.
  • Manage the subrecipient database.
  • Develop and manage subrecipient solicitation processes.
  • Manage subrecipient modifications, ensuring adequate analysis and documentation.
  • Work closely with the clinical/technical team and the M&E team to ensure integrated development and management of subrecipients.
  • Ensure consistent on-site and remote monitoring of subaward performance, including programmatic, technical, financial, contractual, and M&E aspects.
  • Conduct pre-award assessments for new subrecipients and develop special award conditions to address identified gaps and risks.
  • Ensure all new subrecipients are oriented and supported in meeting subrecipient requirements.

    Applied Knowledge & Skills:

    • Mastery of donor (USG and non- USG) rules and regulations.
    • Considered a subject matter expert.
    • Effective customer management skills are essential to developing and growing critical business relationships within and outside of the organization.
    • Influential leadership skills to facilitate and support transitions to new systems at the unit level.
    • Highly articulate (compelling and persuasive) oral and written communication skills to convey complex business concepts and information both inside and outside of the organization.
    • Strong and effective ability to develop, articulate, and implement.
    • Good knowledge of strategic planning methodologies and practices.
