A. Functions

Under the direct supervision of the Disease Prevention and Control Cluster Leader and guidance of the WHO Representative/Uganda (WR), the incumbent will:

  1. Facilitate National Tuberculosis and Leprosy Program of Ministry of Health to update policy guidelines and technical tools to support the implementation of the End TB Strategy and efforts to meet targets for tuberculosis prevention, care and control, covering the three pillars: (1) integrated, patient-centred care and prevention; (2) bold policies and supportive systems; and (3) intensified research and innovation.

  2. Support the National TB and Leprosy Program in developing strategic and operational plans and to mobilize resources for the TB response.

  3. Facilitate the creation of functional and collaborative networks with programs such as HIV and RMCAH within the WHO Country Office and within the Ministry of Health (MoH).

  4. Support the National TB and Leprosy Program for collection, analysis, dissemination and use of tuberculosis data and monitor the national tuberculosis situation and response, including disaggregated analyses (e.g. by age, sex and location) that allow assessment of within-country inequalities and equity.

  5. Monitor the progress of TB prevention, control and care among high risk and hard to reach populations with particular attention to refugees, people living with HIV and people in congregate settings such as prisons.

  6. Facilitate TB stakeholder coordination together with NTLPP on behalf of WHO as a leading technical organization;

  7. Collaborate with other teams of WHO to take part in Technical Working Group meetings in Ministry of Health and define technical support to be provided.

  8. Take part in, and carry out, other relevant duties required under the guidance of the WHO Representative.

  9. Perform any other duties directed by the WHO Representative.

D. Education and Professional Training

Essential: Medical Degree from a recognized University.
Desirable: Masters degree in Public Health or Health Services Management

E. Desirable skills and experience

Essential: At least seven years of practical experience in TB planning, implementation, monitoring and supervision at the district, regional or national level.

Desirable: Consultancy in Tuberculosis at the national or international level will be of added advantage.

Skills:
The incumbent should have expertise in public health, program management in TB control and care. Good understanding of health-related program management in Uganda. Very good communication skills. Good knowledge of the WHO Global TB Strategy. Good skills and knowledge on TB epidemiology and/or health policy in Uganda.

F. Languages required

Proficiency in written and spoken English; Knowledge of French would be an added advantage.
