c) A first draft of the Specifications and Bill of Quantities (BOQs) submitted to UNODC and UPS
d) A final Report incorporating the comments made by UNODC and UPS.

Duties and Responsibilities

  1. Background of the assignment

The UNODC Global Programme on supporting the management of violent extremist prisoners and the prevention of radicalization to violence in prisons (GLOZ85) intends to embark on Infrastructural refurbishment of the Prison Academy and Teaching School (PATS) of the Uganda Prisons Service (UPS) as well as undertaking refurbishment works in 9 prisons, particularly in rooms which have been designated for Video Conferencing purposes.

This consultancy assignment is in regard to the provision of Specifications and Bill of Quantities (BOQs) to support the Infrastructural refurbishment of the Prison Academy and Teaching School (PATS) and in 9 Video Conferencing rooms in 9 selected prisons. UNODC intends to conduct General internal and external building repairs and renovations (Floors, walls, roof, windows, and doors) for three (3) buildings at the PATS which are - Computer Lab, Boardroom and Library as well as 9 Video Conferencing rooms in selected prisons in the districts of Kampala, Jinja, Mbale, Arua, Gulu, Mbarara. The refurbishment work will also include conducting general renovations and refurbishments at the premises.

The provision of consultancy services foreseen in the context of this assignment comprises primarily the conducting of a rapid assessment of the premises leading to; 1) The preparation of specifications required for procurement of refurbishment works; 2) Provision of a Bill of Quantities (BOQ) for Renovation in the selected facilities (Computer Lab, Boardroom, Library and 9 video conferencing rooms in select prisons) as well as other general renovations and refurbishments at the PATs premises (Commandant’s office, Entrance and other External renovations).

2.Purpose of the assignment

The following two (2) specific objectives are to be achieved within this consultancy:

• Develop specifications required for procurement of refurbishment works in collaboration with UPS and PAT’s.

• Develop Bill of quantities (BOQs) for the renovation/refurbishment and/or construction work in the selected buildings at PATS (Computer Lab, Boardroom, Library), in 9 video conferencing rooms in selected prisons and other general renovations and refurbishments at the PATs premises.

3.Specific tasks to be performed by the consultant

The Consultant will work under the overall supervision of the UNODC Regional Representative for Eastern Africa and the direct supervision of the Head of Office of the UNODC Programme Office in Uganda (POUGA) and in close technical cooperation with the Associate Programme Management Officer.

The consultant will undertake the following tasks:

Refurbishment Specifications

  • Conduct the measurement of the proposed premises in collaboration with UPS and propose the model, capacity and sizes for all materials and equipment.
  • Provide Technical Specifications” that shall be used during the tendering of refurbishment works.
  • Technical specifications shall be compliant in capacity and size of current infrastructures.
  • Technical specifications must give detailed explanation of each item of works and not to be general and vague.
  • Standards must be provided for main items of works, materials and products.
    Bill of quantities (BOQs)
  • Assess nature of renovation work required. The assessment exercise will take into account the nature of repairs needed and the quality of materials to be used.
  • Develop Bill of Quantities (BOQs) to determine the amount of works and materials required for the refurbishment of selected areas. BOQs to be submitted with clear recommendation as to the quantum of work required for the completion of refurbishment and renovations.
  • Bill of Quantities separately for each group of works (i.e. architectural & construction works; drainage works, electrical; mechanical; equipment & accessories) and should be provided with estimated prices based on the current market rates.

Qualifications/Special Skills

Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in Architecture, Structural Engineering or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:

  • At least Seven (7) years’ experience in construction, refurbishment of buildings, drainage improvement and installation of building equipment is required.
  • Experience in interior design and/or building refurbishment profession is required.
  • At least five years’ experience in the preparation of tender documents, architectural design and detailed engineering for the government/public buildings is required.
  • Work experience within East Africa is desirable.*Language:* English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of other United Nations Secretariat languages is an advantage.
