The Local Agri-Food System Assessment (LAFSA) is a product of the CGIAR Regional Initiative, Transforming Agri-food Systems in South Asia (TAFSSA), which aims to support actions that improve equitable access to sustainable healthy diets, improve farmers’ livelihoods and resilience, and conserve land, air, and water resources in South Asia.

As part of the LAFSA, an integrated agri-food system survey was developed to link farm production, market access, dietary patterns, climate risk responses and natural resource availability at the district level. Data will be collected at the community/village level, market retailer/trader level, and household level using pre-tested questionnaires and survey instruments. The collected data will be used for an open access integrated food systems database—representative at the district level—that can be used by researchers and government institutions as a methods toolkit and to inform policy in the region.

In Bangladesh, the LAFSA survey will be conducted in early 2023 in the Dinajpur and Rangpur districts in the Rangpur division, and the Rajshahi and Chapai districts in the Rajshahi division. The survey will include interviews with rural households (including women and adolescent members), community retailers and traders, and key informants at the villageward level.

The survey will sample rural populations and the primary sampling unit (PSU) will be villages. PSUs will be selected from National Census or Electorate data, using a Probability Proportional to Size (PPS) sampling strategy. In the first stage of sampling, villages will be selected at random, with a probability proportional to the number of households that reside in the given PSU. In the second stage, an equal number of households will be selected randomly from each PSU, roughly 20 households per village. A household listing for each sampled village will be conducted to identify eligible households prior to data collection. For the village-linked market/food environment, a census or mapping exercise will be conducted to identify all retail outlets linked to village clusters. Then, a representative sample of outlets will be selected.

The sample is expected to include 2,000 households (1,000 from each division). The final sampling approach and eligibility criteria of households will be determined in consultation with the selected survey firm and will account for budget and contextual considerations.

Essential duties

In coordination with IFPRI, the survey firm will be responsible for the following:

Survey preparation Provide experienced enumerators and supervisors as required to carry out household, key informant, and trader/retailer interviews in locations that are selected by the IFPRI researchers and the survey firm. Participate in survey design and preparation, which will include: Developing safety protocols and procedures for conducting enumerator training and data collection during the pandemic. Identifying and ensuring availability of personal protective equipment (PPE) and other supplies needed to mitigate risk of exposure to COVID-19 for all staff and study participants. Conducting COVID-19 tests of all study staff before enumerator training begins and once during each month of data collection. Obtaining local IRB, including approval and appropriate clearance/authorization documents to conduct fieldwork during the COVID-19 pandemic. Providing sampling expertise, including observations and clients’ selection. Providing questionnaire translation services. Pre-testing the survey questionnaires. Preparing Computer-Assisted Personal Interviews (CAPI) forms for data collection. Enumerator training. Data collection and data entry Conduct household, key informant, and trader/retailer interviews. Document in appropriate detail and keep records of field activities. Field activity records should be developed to update the number of eligible households interviewed. Design computerized data input system with logical checks, and provide data entry, cleaning, and documentation services. Periodically share progress of data collection and data entry (electronically). Data cleaning Ensure data completeness and validity. Prepare all household, key informant, and trader/retailer datasets with variable labels and value labels in English. Provide responses to queries from IFPRI in relation to data processing or cleaning, as needed.

Consultancy duration

This is a 4-month consultancy, to take place from December 2022 – March 2023

Required qualifications

Demonstrated experience successfully conducting large household surveys. Knowledge and experience with work on agriculture and diets. Ability to provide adequate logistical resources to recruit, train, deploy, and supervise enumerators. Ability to conduct interviews in target languages while providing data and documentation in English. Experience in building trust and good relations with village leaders, interviewees, and communities. Strong program management skills and demonstrated experience successfully coordinating large field teams and managing deliverables. Excellent computer skills and experience using CAPI software packages.
