Background
This vacancy is open only for the applicants with the citizenship of or permanent residence in the Republic of Serbia.
The OSCE Mission to Serbia seeks to assist the Agency for Prevention of Corruption (the Agency) in incorporating gender aspects and gender responsive budgeting (GRB) into their work. The Mission plans to organize training seminars on mainstreaming gender into the work of the Agency, as well as support the development of gender specific anti-corruption toolkit.
In 2015, the Organic Budget Law of Serbia introduced GRB as a mandatory requirement for all budget users at the national and local levels in the Republic of Serbia. Consequently, this also applies to the Agency. Since the OSCE Mission to Serbia aims to ensure that a gender perspective is integrated into its activities, programmes and projects, it strives to assist the Agency to be able to apply GRB in a meaningful way, through increasing its capacities and developing specific measures.
For the purpose of designing and delivery of the training, as well as producing the gender specific anti-corruption toolkit, the Mission requires services of
two national consultants specializing in gender issues and with previous working experience with anti-corruption institutions.
Tasks and Responsibilities
Under the supervision of the Senior Anti-corruption Adviser, the consultants will be responsible for:
Preparing training curricula and training material, and conducting an online training course on topics of Gender aspects of corruption, Gender mainstreaming of anti-corruption operations Gender Responsive Budgeting; Obtaining input from the Agency for Prevention of Corruption on possibilities to incorporate gender perspective into its work; Reviewing the functions and mandate of the Agency; Reviewing existing guidelines from OSCE, Transparency International and other international organizations; Drafting the gender anti-corruption tool kit based on the input mentioned above; Preparing and delivering a presentation of the gender-specific anti-corruption toolkit at an international anti-corruption forum.
The Consultants will perform tasks online from home.
All teaching materials prepared for the subject's lecture, as well as other documents produced, are to be shared with the Mission's Rule of Law Department in hard copy or electronic form (editable).

Remuneration Package
Each consultant will be employed on a Special Service Agreement covering
a total period of 26 (twenty-six) working days in the period from
April 2021 to October 2021, and each will be
paid a total amount of RSD 457.600. The payment will be effected in two or more instalments.
