Background

The objective of the consultancy is to support ODIHR's Democratic Governance and Gender Unit in developing, preparing, tailoring to the national context and conducting the Gender Adviser Course, planned to be delivered in June and July 2021 in Ukraine (virtual format).

For the delivery of the Gender Adviser Course, ODIHR is looking for five (5) National Mentors, each specialised on at least one of the following priority areas:

  • National gender equality policies and mechanisms;
  • Public policy development and implementation;
  • Inter-institutional co-operation and co-ordination/Decentralization;
  • Communications;
  • Negotiations.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

In line with OSCE Ministerial Council Decision 04/14, OSCE Action Plan on the Promotion of Gender Equality, OSCE/ODIHR's Democratic Governance and Gender Unit is tasked to support OSCE participating States in advancing women's political participation and building up democratic institutions for advancing gender equality, including national mechanisms for the advancement of women.

As part of these efforts and within ODIHR's focus on advancing the human dimension of security in Ukraine, ODIHR is working with the Government Commissioner for Gender Equality Policy in Ukraine on strengthening the capacities of existing gender equality mechanisms. Concretely, ODIHR will assist the Government Commissioner in implementing a capacity building programme for Gender Advisers, focusing on Gender Advisers appointed at regional government level.

The delivery of the Gender Adviser Course will build upon ODIHR's experience with the Young Policy Advisers Course and the experience of the Folke Bernadotte Academy's Gender Adviser Course.

The Gender Adviser Course Programme in Ukraine will be implemented in an online format, spread of the period of ca. 30 days (June/July 2021), representing an equivalent of 4-4.5 full or 8-9 half training days. The course will focus on gender mainstreaming, soft skills development (i.e. communications, negotiations), public policy development and implementation, and overall on the role of Gender Advisers. The Gender Adviser Course Programme preparation and delivery will be led by an International Gender Adviser Course Leader.

Tasks and Responsibilities

Under the overall supervision of the Chief of the Democratic Governance and Gender Unit, the National Mentors will:

Task 1 - Guided by the International Gender Adviser Course Leader and based on her/his Gender Adviser Course Outline, contribute to overall course development and preparation processes by a) participating in national mentor team planning sessions, and b) tailoring the course structure to the Ukrainian national context and a format suitable for online implementation. Prepare the delivery of one course module each, within the individual National Mentor's own area of expertise and specialization. Develop draft materials for the course module, and after review by the International Gender Adviser Course Leader, prepare final materials. In all of this work, the National Mentors should consider gender, diversity and intersectionality perspectives and how these can be most effectively mainstreamed and promoted within course materials. This task will result in the following

deliverables:

  • Deliverable 1.1: Draft materials (including case-studies, reading assignments, instructions, presentations in appropriate formats, i.e. Power Point for presentations) for one course module, in English and gender- and diversity-sensitive language to to be submitted to ODIHR by 1 June 2021;
  • Deliverable 1.2: Final versions for course module materials, with revisions responding to feedback from the Course Leader, to to be submitted to ODIHR by 15 June 2021;

Task 2 - Deliver specific teaching elements of, and actively participate throughout the entire Gender Adviser Course, by a) delivering and facilitating the specific course module prepared, and b) supporting the delivery of other course modules with facilitation and coaching skills. In all of the work the National Mentors should consider country specific, gender, diversity and intersectionality perspectives and ensure these are effectively mainstreamed and promoted during course delivery, both in terms of substance and in terms of course delivery, including support to all participants. This task will result in the following

deliverables:

  • Deliverable 2.1: Delivery of one course module, as part of the Gender Adviser Course, to be delivered in Ukrainian and gender-and-diversity sensitive language, to take place latest by 15 July 2021;
  • Deliverable 2.2: Participate in the delivery of all other course modules, as part of the Gender Adviser Course, facilitating group work under the lead of another National Mentor in the Ukrainian language, to take place latest by 15 July 2021;
  • Deliverable 2.3: Provide written reflection on the Gender Adviser Course curriculum and report on local initiatives and policy areas discussed within the course in a short document of 2-5 pages in the English language to be delivered to ODIHR by 20 July 2021.

Deliverables & indicative work plan

1 June - Draft materials for one course module for the Gender Adviser Course;

15 June - Final materials for one course module for the Gender Adviser Course;

by 15 July - Participation in delivery of Gender Adviser Course, incl. delivery of one course module and support in facilitating the delivery of other course modules;

20 July - Contribution to the Final report on Course delivery.

Necessary Qualifications

  • First-level university degree in social sciences or humanities. Post-graduate university degree or PhD in social sciences, incl. gender studies, is an asset;
  • Minimum 4 years of professional experience in at least one of the priority areas in Ukraine:

- national gender equality policies and mechanisms,

- public policy development and implementation,

- inter-institutional co-operation and co-ordination/decentralisation,

- communications,

- negotiations;

  • Demonstrated in-depth knowledge and extensive work experience in capacity building and institutional change in Ukraine, incl. facilitation, coaching, presentation, public speaking and moderation skills (minimum 4 years);
  • Demonstrated ability to mainstream gender and diversity issues. Knowledge and work experience with gender advisers, gender focal points and gender experts is an asset;
  • Familiarity with international standards related to gender equality, and knowledge of gender equality mechanisms in the OSCE area;
  • Professional fluency in Ukraine and English language, both oral and written;
  • Computer literacy, including confident use of online meeting and learning platforms; Political tact and ability to interact with different political stakeholders and present information in an objective, neutral, and respectful manner;
  • Strong organizational and communication skills;
  • Ability and willingness to interact with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
  • An understanding of gender equality and ability to apply gender mainstreaming to work on human rights and democracy;
  • Flexibility, ability to work under minimal supervision and deliver against tight deadlines.

Remuneration Package

Remuneration will depend on the selected consultant's qualifications and experience and will be in accordance with OSCE established rates. The maximum total under the contract should not exceed 3900 EUR.
