1. BACKGROUND
1. The Africa Regional Migration Programme (ARMP)
The Africa Regional Migration Programme (ARMP) - funded by the United States Bureau for Population, Refugees and Migration (PRM)- is a programme designed to advance the objective of improved migration management in the African continent. It has five main outcomes subsumed under three key pillars namely: Outcome on Migration Management (1) Countries in the region demonstrate commitment to and improved capacity for effective and human migration management; Outcome on Partnerships (2) Donors, UN agencies, national governments, and regional platforms regularly engage in efforts to coordinate on migration programming; and Outcome on Crisis Response (3) Government capacities to anticipate, better prepare for, and respond to migration flows relating to emergencies and crises are increased.
The focus of the Program will center on capacity building, moving away from the provision of direct assistance towards efforts to capacitate Government agencies to identify and respond to the individual needs of migrants in vulnerable situations, whilst maintaining a focus on strengthening Governmental structures, policies, processes, and approaches, to enable targeted country to increasingly ensure sustainable and humane migration management independently. It is in this context that capacity building under the program will be undertaken with a view to transitioning support for activities to targeted Government.
2. Tasks and Responsibilities
Overall objective: statistics and reliable, consistent migration data is essential to support evidenced-based strategies to address issues related to migration and migration policy harmonization in the region. Several efforts to enhance the harmonization of migration data at the regional and country level have been recently launched across the East and Horn of Africa region. IOM aims to continue supporting and act as convene body to structure these initiatives.
Specific objective: To support the National Bureau of Statistics (NBS) in Ethiopia to produce timely and harmonized migration statistics. This intervention aims to provide technical capacity development to key ministries, departments, and agencies (MDAs) involved in collecting and producing migration statistics to strengthen their ability to collect, process, analyze and disseminate such data. It will also serve to work and define the first concrete steps of the operationalization process to produce basic statistics on migration in line with existing international recommendations to ensure that is comparable between national, regional and international data sources, in order to facilitate both internal and external data comparability.
This intervention is structured along four main activities for a total number of twenty-five working days.
Activity 1 – Administration of a Meta Data Questionnaire across key MDAs (home based)
(Six days, home-based. Questionnaire shall be administered 3 weeks before deployment – MDAs will have two weeks to complete it)
The expert will draft a Meta Data Questionnaire to be administered to the MDAs technical focal persons engaged in collecting the main administrative migration related data sources available in the target country. This meta data collection will be carried out by mean of a specific meta data questionnaire that aim to inform the organization of the training and sub-sequent migration data management strategy.
Output will be an inception report detailing the status of the administrative migration data sources across the main MDAs.
Activity 2 – Training on migration Data Management in the target country
(Three training days plus one day of preparation – total of four days)
The aim of the training will be to:
· Set the ground for a common understanding of the key elements of migration statistics (concepts, definition, and core indicators) and data management (data quality, data collection and processing, and data protection);
· Assess the existing data sources against the dimensions of data quality and explore the possibility to use them for statistical purposes;
· Prioritize the data sources in terms of relevance and availability and define statistical processes for their exploitation;
· Discuss what migration-related variables are relevant to Ethiopian specific policy needs and the content of a possible specific request of data (MoU, SoPs, and data sharing protocols).
The training will aim to provide a solid technical baseline to define migration data indicators, identify data sharing mechanisms (statistically method and legal framework of reference), and discuss a join work plan for migration data management in the target country. In particular, the participants will work together to concretely define the data sources that are directly available and the related statistical process.
Outputs will be:
1. Assessment of the administrative forms and related data sources identified during the Data Mapping Workshop.
2. Per each data source, definition of:
a. the content (variables and classifications)
b. the statistical processes to be adopted for their statistical use
Activity 3 – Follow up meetings with the MDAs involved in the process
(Four days of meetings with key MDAs technical focal person)
Following the training, technical meeting with key MDAs will be organized to design road maps for each sectorial migration data area. It will give the opportunity to provide further technical guidance to define the main steps for data sharing of the respective data sources.
Output will be:
1. Detailed understanding of the migration data landscape in the target country
2. Advanced mapping exercise of the stakeholders’ migration data capacity
Activity 4 - Drafting of an in-depth assessment report and formulation of recommendations for the second step of this technical intervention
(Seven days, home-based)
After the mission, the experts will draw up an assessment report that will build on the outcomes of the activity and address the following:
Taking stocks of migration trends and more specifically on migration data management
Institutional and legal frameworks – gaps and needs
Current coordination mechanisms
Data collection mechanisms and data sources
Challenges that have to be taken into account for implementation
Set of recommendations to enhance harmonization and consolidation of migration data by key MDAs (including SOPs, data sharing protocols, and other technical tools).
In this context, the expert will conduct a detailed mapping of existing data sources, definitions, indicators and tools used by the various institutions for the production and analysis of data. Existing sharing mechanisms will also be looked at with a view of identifying shortcomings and areas for improvement.
Output will be an assessment report that will highlight the next steps that the concerned Government could take in the field of migration data management, including what could be further addressed through the ARMP and other initiatives such as EUTF Joint Initiative and how to create synergies between these various projects
Tasks and responsibilities:
· Familiarise him/herself with the migration context in the target country prior to the mission, especially concerning data management in the country.
· Read all documents provided by the Project Team related to the situation in the target country.
· Compile the information gathered during the bilateral and coordination meetings, as well as during any potential field visit into a set of preliminary observations to be shared, discussed and further fine-tuned during the joint meeting with all relevant stakeholders.
· Prepare any additional presentations, discussion topics or materials to be advanced during the joint meeting, including structured approaches to a comprehensive a stakeholder analysis.
· Drafting, development and timely delivery of an in-depth assessment report building upon conclusions gathered during the diverse components of this activity (i.e. bilateral meetings, coordination meetings, potential field visits and joint meeting), and shall, in particular, cover the elements listed above.
Expected results:
· Systematized inputs from the bilateral and coordination meetings, as well as from the joint meeting and from any potential field visit.
· Full agendas of the activity, detailing the contents of the bilateral and coordination meetings as well as from the joint meeting and from any potential field visit.
· Set of supporting materials to be discussed and worked upon during the joint meeting.
· Final in assessment report, including relevant recommendations on the gaps and needs in the field of migration data management in the target country, as well as concrete suggestions on the most suitable modalities of IOM’s future intervention in country.
Other tasks and responsibilities:
· Liaise and cooperate with the other expert(s) to distribute the tasks equally among them and according to their respective expertise.
· Liaise with the respective beneficiary agencies involved in his/her substance area and activities for which he/she will be assigned responsibility.
· For outputs related to a specific assignment/activity, the expert agrees to complete them in a timely and orderly manner, respecting the deadlines issued.
Payment Modalities
· The consultancy fee will be paid in two instalments and will be effected based on the following schedule:
a) 30% upon submission and approval of the inception report detailing the findings of the Meta Data Questionnaire (Activity 1)
b) 70% upon approval of the final report (activity 4)

Total assignment: Assignment is designed around 25 working days:
activity 1) Preparation of the training through administration of a Meta Data Questionnaire (6 days - home based) - 6 days
activity 2) Training on Migration Data Management (3 days training plus one day of preparation - total 4 days) - Tuesday to Friday
activity 3) Meeting with MDAs technical focal persons (4 days) - Monday to Thursday
activity 4) Drafting of an in-depth assessment report and formulation of recommendations for the second step of this Action (7 days Home-based) - 7 days
Required Qualifications and expertise
Education:
· Master’s degree in Social and Political Sciences, Communications, Information management, Computer Science or a related field from an accredited academic institution with five years of relevant professional experience; or
Experience:
· University degree in the above fields with seven years of relevant professional experience.
· Theoretical and practical experience, as well as skills on data management on migration, particularly on data collection, systematization, exchange, sharing and/or harmonization.
· Good knowledge of at least one regional data sharing mechanism.
· Experience writing technical requirement documents, translation/planning specifications to technical briefs for data analysis, and compiling different data sources;
· Strong computer background, including knowledge of Microsoft applications, spreadsheets, and word processing;
· Experience working in international organizations and the humanitarian community;
· Experience in collaborating with governmental counterparts and capacity building programmes is required;
· Previous experience in Africa or countries with low rate of digitalization is desirable.
· Oral and written proficiency in English.
