Migration plays an important role in Nepal’s economic and social development. In recent years, due to the significant contribution of remittances, migration has risen to the top of the policy agenda in Nepal. The Government of Nepal is increasingly realizing the importance to leverage the link between migration and development.

The inclusion of migration and human mobility in the Sustainable Development Goals (SDGs) further highlights the need for reliable data to measure progress towards the targets. The Agenda's core principle to "leave no one behind" including migrants, requires data disaggregation by migratory status, acknowledging significant migration data needs but also creating the opportunity to improve migration data.

In addition, the New York Declaration for Refugees and Migrants called upon states to ensure that migration data are disaggregated by migratory status. The Global Compact for Safe, Orderly and Regular Migration (GCM) sets out the collection and utilization of accurate and disaggregated data as one of the 23 broader objectives and that the development and use of country specific migration profiles is proposed as one of the key actions.

In response to the growing demand for migration data in Nepal, IOM Nepal in coordination with the concerned government authorities has developed a Migration Profile, a concise statistical report prepared according to a common framework, which would make it easier to understand "at a glance" the migration situation in a particular country. Migration Profiles provides a framework for bringing existing information from different sources together in a structured manner at both national and regional levels and a means to identify and develop strategies to address data and policy development needs. Migration Profiles intend to strengthen the evidence base and to encourage evidence-based migration policy making.

Objectives

The overall objective of this assignment is to support evidence-based policy making and promote the mainstreaming of migration into the policy planning process by making current existing global migration data available to government and other stakeholders, best practices of using migration data in policy planning and training the policy makers and practitioners on how to collect, analyze and utilize migration data so as to ensure that migration data are actively incorporated into and used for policy development and program designs.

The specific objectives of this assignment are as follows:

To identify the existing gap areas on migration data based on the findings of the migration profile

To design an interactive brief training materials that includes information on: existing global migration data repository, globally available migration data sources, existing migration data in Nepal and policies and effective use of migration data for policy development

To conduct trainings to the policy makers based on the training materials

Core Functions / Responsibilities:

Scope of Work:

In close coordination with IOM Nepal team and the inter-ministerial Technical Working Group (TWG) formed to guide the process of developing Migration Profile, the lead consultant will work jointly with a national consultant to perform the following tasks;

Inception Phase

Based on a desk review of existing information on migration data and findings of the Migration Profile, develop an initial framework of training materials which outlines: proposed work-plan, framework of the training materials and detailed training methodology

Lead assessment on available data sources, quality of data, reliability and consistency of data, data users’ needs and priorities, and information gaps required for the training materials

Development of Training Materials

Provide technical support and guidance to the national consultant to collect and analyze data and other relevant information for developing training materials

Produce the first draft on training materials documents based on the migration profile and available information agreed upon by the Technical Working Group members

Assist the National Consultant to document the process and procedure of the development of training materials in detail.

Assist the national consultant in presenting the draft of training materials to the Technical Working Group members

Revise and finalize the draft by incorporating inputs, feedback and additional information and data as required

Deliver the trainings to the policy makers and practitioners based on the training materials developed.

Deliverables and Timelines

The lead and national consultants are jointly responsible for delivering the following:

  1. Submission of initial framework of the training: February 2019 - 1st month

  2. Submission of first draft of the training materials: March 2019 - 2nd month

  3. Submission of final draft of training materials: Mid - April 2019 - 2nd month

  4. Conduct trainings for the stakeholders identified by the technical working group - May 2020

Required Qualifications and Experience:

Education

  • Master’s Degree in Demography, Data Analysis, Development Economics, Migration Studies, Public Policy or any other relevant disciplines from an accredited institution with five years of relevant professional experience; or
  • Bachelor’s Degree in above field with seven years of relevant professional experience

Experience

  • Proven experience in developing trainings materials on statistical research on migration and data assessment
  • Excellent communication and facilitation skills
  • Experience working with governmental institutions
  • Knowledge of migration data and Migration Profile Concept
  • Confident use of statistical analysis software and social research methods
  • Good understanding of migration situations in Nepal and the sub-region (desirable)
  • Proven experience in gender analysis/mainstreaming
  • Abilities to work under pressure and meet deadlines
  • Strong analytical, writing, editing and communication skills

Languages

Fluency in English is required.
