Background

The Kyrgyz Republic pays great importance to the implementation of information and digital technologies, in order to increase the efficiency of public administration and reduce the human factor and the corruption component in government bodies of the country. The goal of the Electronic Interoperability Center "Tunduk" (EiC) is to ensure technical coordination in the implementation of the electronic governance system in the Kyrgyz Republic and electronic interaction between government bodies, local governments, government institutions and enterprises, legal entities, and physical persons, including the provision of state and municipal services in electronic format. The EiC seeks to engage the services of four IT programmers who will carry out relevant activities together with the representatives of the EiC. The work of the programmers shall be directly supervised by the EiC and Economic and Environmental Department of the OSCE Programme Office in Bishkek.

Tasks and Responsibilities

Creating the architecture design; Developing software; Finding and fixing bugs; Creating functional APls (REST, SOAP); Documenting information systems that are being developed; Creating unit tests and utility automation of ongoing tasks; Code refactoring and review; Updating the functionality of the developed information systems; Creating additional interconnected systems; Executing other tasks in IT-sphere assigned by the EiC "Tunduk".

Necessary Qualifications

• Citizen of the Kyrgyz Republic;
• Higher education diploma;
• Relevant IT experience - at least 3 years;
• Working experience with the platforms .NET, Core;
• Knowledge and working experience with Flutter;
• Knowledge of programming languages Java, C#, Python, Objective c, or Swift;
• Experience with technology : RabbitMQ (Apache MQ, ActiveMQ, IBM MQ), ORM, EF, JPA Hibernate (QueryDSL), REST, SOAP, JSON, XSD; OAUTH2/Open1D;
• Knowledge of Data Structures and Algorithms;
• Frameworks: CoreData, or ReactiveCocoa;
• Knowledge of DBMS: MS SQL Server, PostgresSQL, MySQL, CVCD (Kubernetes, Docker), AWS;
• Working experience with: SocketlO, REST HTTP, Alamofire, gRPC, SQLite, CollectionView, Firebase;
• Excellent command of Russian language. Knowledge of English and Kyrgyz languages is desirable;
• Knowledge of issue tracker: Github, or Pivotal;
• Knowledge of working with the social media API;
• Experience in developing IOS mobile apps;
• Experience of working with GIT, Jira.

Remuneration Package

Remuneration will depend on the selected consultant's qualifications and experience and be in accordance with OSCE established rates.
