Result of Service
Specific deliverables to be produced by the consultant: Under the overall supervision of the Chief of ISS/CEB, the guidance of the relevant Crime Prevention and Criminal Justice Officer and in coordination with other UNODC officers and consultants as necessary, the consultant will produce the following deliverables: A. Materials to be included in the Teaching Resource Kit (e.g. relevant texts, games, videos, books, movies that exemplify and promote integrity);
B. An outline of the Teaching Resource Kit based on the identified materials as well as relevant UNODC tools, developed under the E4J initiative;
C. Presentation of the outline at the EGM and collection of feedback and recommendations from EGM participants for contextualizing the Teaching Resource Kit and the materials it includes;
D. Adaptation and revision of the existing UNODC tools that will be included in the Kit by addressing the recommendations made at the EGM;
E. Draft Teaching Resource Kit, submitted to UNODC, NTA and the Ministry of Education of Greece for review;
F. Finalized Teaching Resource Kit in accordance with the feedback received from UNODC, NTA and the Ministry of Education of Greece.

Background of the assignment: The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice.
UNODC, as guardian of the United Nations Convention Against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide technical assistance to States parties to effectively implement the Convention by developing technical tools, and disseminating and facilitating exchange of good practices in the fight against corruption.
UNODC works with a variety of national, regional and international stakeholders.
The backbone for UNODC anti-corruption work is the normative framework provided by UNCAC. Using UNCAC and the existing EU regulations as a framework, GLOZ99/Anti-Corruption Action Project in Greece contributes to the effective implementation of the revised National Anti-Corruption Plan (NACAP) of Greece, which is in force from July 2018 to July 2021 and the National Anti-fraud Strategy for Structural Actions (NAFSSA) with the multi-annual action plan for its implementation. The activities, planned under this project, will support the Greek authorities to meet the objectives of the NACAP and the NAFSSA, in particular to promote transparency, integrity and good governance in public institutions as well as to increase their ability to fight corruption.
In this context, UNODC is seeking a consultant who will assist in the implementation of the GLOZ99/Anti-Corruption Action Project in Greece.
Purpose of the assignment: The purpose of the assignment is to assist UNODC in implementing the GLOZ99/Anti-Corruption Action Project in Greece, particularly in developing a Teaching Resource Kit on anti-corruption, integrity and ethics for secondary education in Greece, based on tools developed by UNODC under its anti-corruption education initiatives.
The Teaching Resource Kit will include interactive and innovative educational material as well as practical pedagogical guidance that will help Greek secondary teachers: (1) promote and teach citizenship and related values such as acceptance, fairness, integrity and respect; (2) prepare their students to respond to corruption, identify and resolve moral and ethical dilemmas, and become active citizenship; and (3) help their students understand anti-corruption efforts and participate in these efforts in their communities and future professions.
In particular, the Kit will contain:
The Kit may include additional material such as links to additional games and extracurricular activities; proposals for volunteer activities; ideas for art projects (films, novels, plays); articles and essays related to the prevention of corruption, enforcement of active citizenship, and promotion of European cultural values.
