RATIONALE

Islamic Relief Worldwide (IRW) is a humanitarian and development organization based in Birmingham, United Kingdom and has been working in more than 40 countries, providing humanitarian aid during emergencies and working for long-term development of the world’s poorest people.

Localisation of aid, partnership, and capacity strengthening are increasingly prominent issues within the humanitarian sector. One of Islamic Relief’s global agenda is localisation by investing in preparedness and response capacities of local actors in targeted countries in Asia for improved humanitarian response. The organization considers “localisation” as a key to an effective humanitarian operation and believe that local actors play a crucial role in the fast, cost-effective and culturally appropriate delivery of humanitarian assistance.

The Strengthening Response Capacity and Institutional Development for Excellence (STRIDE) project aims to improve the efficiency and effectiveness of Islamic Relief’s humanitarian response' in the Asia region. The project provides an opportunity for Islamic Relief to take concrete action towards its global policy commitments regarding localisation, while also identifying and strengthening the organization’s own capacity and filling in the capacity gaps in emergency preparedness and response.

JOB SUMMARY

The STRIDE II Consultant for localization process with Islamic Relief local partners will work closely with the Programme Manager and Humanitarian Programme Coordinator. H/She is responsible that all activities and outputs are implemented, and reports are submitted as set forth in the contract.

MAIN DUTIES AND RESPONSIBILITIES

  • Coordinate and work closely with Islamic Relief Philippines local partners
  • Ensure that local partners have reviewed and updated their Disaster Preparedness Plan following the prescribed format
  • Assist IRPH and Local Partners in a Learning Forum Series

a. Joint-capacity building on humanitarian technical sector
b. Partnership guidelines
c. Balance Score Card
d. Volunteer mobilisation, development, and management
e. Development of joint business on localisation i.e., proposal development

  • Assist in Mobilising and Expanding Local Partners

a. Mapping of local NGOs/CSOs in disaster prone areas and/or at most risk areas in the country

  • Submit reports and other related documentation
  • Abide IRPH policies, especially Child Protection and Safeguarding Policy
  • Any other related assignment given by IRPH staff.

WORKING AREA: Cotabato City, Bicol, Samar, and other areas in the country

QUALIFICATIONS

  • With technical knowledge on localisation process and experience in working with local partners
  • Technically equipped in implementing humanitarian and disaster risk reduction and management processes (preparedness, response, recovery, and rehabilitation)
  • Able to facilitate workshops and learning session with local partners
  • Ability and enthusiasm to learn and work independently or with the team depending on the requirements.
  • Communicates openly, exercises tact, and respects views of others.
  • Willingness and ability to travel to the field; knowledge of local culture is an advantage.
  • Willingness to follow IRW’s norms and values without compromising personal beliefs and principles
  • Good written and spoken English; able to understand and speak local dialect in the area is a requirement; able to speak other dialects is an advantage.
