Job Title: Consultant for STRIDE II Project (Localisation Processes and Related Institutional Capacity Accelerated in the Country Programme of Islamic Relief Philippines)

RATIONALE:

Islamic Relief Worldwide (IRW) is a humanitarian and development organization based in Birmingham, United Kingdom and has been working in more than 40 countries, providing humanitarian aid during emergencies and working for long-term development of the world’s poorest people.

Localisation of aid, partnership, and capacity strengthening are increasingly prominent issues within the humanitarian sector. One of Islamic Relief’s global agenda is localisation by investing in preparedness and response capacities of local actors in targeted countries in Asia for improved humanitarian response. The organization considers “localisation” as a key to an effective humanitarian operation and believe that local actors play a crucial role in the fast, cost-effective and culturally appropriate delivery of humanitarian assistance.

The Strengthening Response Capacity and Institutional Development for Excellence (STRIDE) project aims to improve the efficiency and effectiveness of Islamic Relief’s humanitarian response in the Asia region. The project provides an opportunity for Islamic Relief to take concrete action towards its global policy commitments regarding localisation, while also identifying and strengthening the organization’s own capacity and filling in the capacity gaps in emergency preparedness and response.

JOB SUMMARY

The STRIDE II Consultant will lead the localisation processes and related Institutional Capacity Strengthening in the Country Programme of Islamic Relief Philippines. He/She will work closely with the Programme Manager and Humanitarian Programme Coordinator and other units of the organization. H/She is responsible to ensure all activities and outputs are implemented, and reports are submitted as set forth in the contract.

MAIN DUTIES AND RESPONSIBILITIES

  • Lead in facilitating and documenting the following activities:

Output 1. Country Programming on Humanitarian and DRR-CCA reviewed and enhanced

a. Review and conduct reflection workshop on Humanitarian and DRR-CCA Programming
b. Facilitate workshops for finalization of Standard Operating Procedures and Guidelines for Emergencies (Finance, Procurement and Logistics, Human Resource Recruitment and Deployment for Emergencies, Disaster Response Team Job Description during Deployment)

Output 2. Country Office Disaster Preparedness Plan (DPP) reviewed and updated.

a. Review, enhance, and package the In-country Disaster Preparedness Plan following the prescribed format incorporating the Standard Operating Procedures and Emergency Categorization, Guidelines on Procurement and Logistics, Finance, Human Resource recruitment and deployment, job descriptions and terms of reference of Disaster Response Team for deployment, and other related policies and procedures.
b. Conduct simulation exercises to test the enhanced in-country disaster preparedness plan

  • Coordinate and work closely with Islamic Relief Philippines heads of unit and other relevant staff
  • Submit reports and other related documentation based on set deadlines
  • Abide by IRPH policies, particularly Child Protection and Safeguarding Policy
  • Any other related assignment given by IRPH staff.

QUALIFICATIONS

  • Familiar with institutional development processes and partnership management
  • Experienced with technical expertise in humanitarian and disaster risk reduction and management processes (preparedness, response, recovery, and rehabilitation)
  • Competent in facilitating workshops and learning sessions
  • Communicates openly, exercises tact, and respects views of others
  • Ability to work independently and in multicultural team settings
  • Willingness and ability to travel to the field; knowledgeable on local culture is an advantage
  • Willingness to follow IRW’s norms and values without compromising personal beliefs and principles
  • Good written and spoken English; able to understand and speak local dialect in the area is a requirement; able to speak other dialects is an advantage.
